US Apologizes to Zambia Over Chinese Takeover Remarks

THE United States of America has apologised to Zambia for alleging that China intends to take over some State-owned companies because of the alleged failure by Government to settle its debt to the Asian country.

Minister of Foreign Affairs Joseph Malanji says the US has officially apologised to Government for the misleading statement.

“An apology was rendered by the United States government, and the country will now move forward,” Malanji said.

The minister was speaking in an interview on Saturday.

In December last year, USA national security advisor John Bolton alleged in a statement that Zambia was poised to lose companies to China in order for that country to recover the debt it is owed by Zambia.

This prompted Malanji to write an official demarche to the US government for a retraction over the misleading statement.

Speaking before handing over Kapompi Bridge to the residents in his constituency, Malanji said that the US government has rendered an apology.

Malanji said Zambia has not offered any of its assets for the loans that it acquires, and that it has been borrowing money to invest in infrastructure development.

Tokyo, Monday January 28, 2019: – The World Bank has given Zambia Six million United States Dollars to establish a Zoonotic Research Laboratory at the University of Zambia (UNZA).

According to the UNZA Vice Chancellor, Professor Luke Mumba the laboratory will be a Center of Excellence in the Southern African region for the study of zoonoses which is becoming increasingly important due to rapid world population growth and intensive animal husbandry.

Professor Mumba disclosed this when he paid a courtesy call on Zambia’s Ambassador to Japan, H.E Mrs. Ndiyoi Muliwana Mutiti at the Embassy in Tokyo today.

Professor Mumba and his two man delegation are in Japan to launch the University’s strategic partnership with GIFU University, which is renowned for engineering studies.

During the meeting the Vice Chancellor thanked the Japanese government for giving Zambia about FIVE million US dollars.

He said the grant which was awarded to Zambia when President Edgar Lungu visited Japan in December, 2018 will be used for the rehabilitation and equipping of the Veterinary laboratory at UNZA School of Veterinary Medicine.

Professor Mumba said these latest developments will help UNZA achieve its set goals in the 2018-2022 Strategic Plan.

“We need to set the tone for development of science and technical skills in the country. This means our teaching staff must at all times be exposed to new developments in the fields so that they can pass on appropriate skills to students,” said the Vice Chancellor.

He adds that, “The University’s teaching infrastructure and aides must move with the changing technological environment and this requires being part of the international community of researchers to exchange ideas on many challenges facing societies.”

Professor Mumba also disclosed that UNZA in collaboration with Ministry of Youth and Sports will set a Sports department in the School of Education to contribute to the growth of the discipline.

“Worldwide sports have proved to be a lucrative sector with high earnings and potential to contribute to economic development,” observed Professor Mumba.

He has since appealed to the Embassy to help the university identify corporate donors who may be willing to provide the institution with expertise and equipment for academic purposes.

And Ambassador Mutiti said the mission in Tokyo has continued to strengthen bilateral relations with Japan in many areas including education sector.

She said the mission shall ensure that players in Zambia’s education sector are linked to strategic institutions in Japan to increase interactions and exchanges for the benefit of the country.

Mrs. Mutiti praised UNZA for the strategic approach it has embarked on describing it as key to achieving the Seventh National Development Goals.

FIFA Lifts Kalu Ban

World soccer governing body FIFA has lifted the two-year ban imposed on former FAZ president Kalusha Bwalya for unethical conduct.

Bwalya was banned for two year by the FIFA Ethics Committee on April 12, 2018 but appealed the ban.

“The FIFA Appeal Committee has partially upheld the appeal lodged by Mr Kalusha Bwalya, the former President of the Football Association of Zambia and member of the executive committee of the CAF, and reduced the sanction previously imposed by the adjudicatory chamber of the Ethics Committee in its decision dated 12 April 2018,” read the statement.

“After analysing and taking into consideration of the case, the FIFA Appeal Committee decided to reduce the duration of the ban from taking part in any football related activity imposed on Mr Bwalya to the period already served at the time of the notification of the present decision.”

Bwalya was banned by the FIFA adjudicatory chamber of the independent Ethics Committee for taking a bribe from former FIFA Vice President Mohammed Bin Hammam.

“The investigation against Mr Bwalya was opened on 28 February 2017, and focused principally on benefits that Mr Bwalya had received from Mr Bin Hammam,” a statement from FIFA read.

The adjudicatory chamber found Mr Bwalya guilty of having violated art. 16 (Confidentiality) and art. 20 (Offering and accepting gifts and other benefits) of the FIFA Code of Ethics.

A fine in the amount of CHF 100,000 was also imposed on Mr Bwalya.

Zambia Finally Gets Some Zoom as its Eurobond Returns Top 10%

Zambia’s Eurobonds are proving a great trade for investors who like extreme outcomes.

They have swung from the worst-performing sovereign bonds in emerging markets in 2018 to the best-performing so far this year.

The southern African copper producer’s dollar debt has made a total return of 10.3 percent since the end of December, more than any of the other 75 nations in the Bloomberg Barclays Emerging Markets USD Sovereign Bond Index (if you exclude the defaulted bonds of Venezuela, which have soared on hopes of a regime change).

In Vogue

Zambia’s dollar bonds are the best among peers this year

Not much has actually improved recently in Zambia for foreign investors — who fled the country last year, fearing it was getting closer to a default — to get excited about. The government hasn’t progressed on financing talks with the International Monetary Fund, and there’s been no announcement whether it’s closer to convincing China to loosen terms on billions of dollars of bilateral loans. Bank of America Merrill Lynch says there’s a risk the country will be forced into a debt restructuring if it can’t achieve one or both of those.

Instead, Zambia’s benefited from investors’ newfound bullishness toward risky assets as they anticipate a trade deal between the U.S. and China, and the Federal Reserve slowing down its monetary tightening.

Its eurobonds have proved irresistible for the likes of NN Investment Partners, which manages about $270 billion of assets from The Hague, and London-based Merian Global Investors, which said this month they’d been “unjustifiably beaten up.”

Yields on the government’s $1 billion of notes maturing in 2024 have dropped almost 260 basis points in 2019 to 13.37 percent. That’s helped drive down Zambia’s spreads over U.S. Treasuries. Investors are still showing signs of nervousness — at 988 basis points, those spreads are easily the highest in emerging markets among countries that aren’t in default.

Expelled Patriotic Front Roan Member of Parliament Chishimba Kambwili who was dragged to the Lusaka High Court for allegedly defaming Patriotic Front Deputy Secretary Mumbi Phiri says he can back up whatever he said about the plaintiff.

In this matter Phiri sued Kambwili demanding special damages of K100 million (K100, 000, 000.00) for alleging she was corruptly getting money from Chinese and Lebanese nationals that enabled her build her house.

Phiri has asked the Lusaka High Court to order Kambwili to offer her general and aggravated damages for defaming her.

The plaintiff also wants the court to grant her an injunction restraining Kambwili from further publishing and causing to be published comments or press statements, or utterances bordering on malicious falsehoods about her.

Kambwili has stood his ground saying he will prove the allegation true in court relying on section 7 of the defamation Act 68 of the Laws of Zambia.

He is arguing that the words which Phiri complained of are true and not in any way malicious.

Kambwili also alleged that Phiri is a drug addict who cannot be entrusted with any serious responsibility.

The Lusaka High has set February 11, 2019 as the date for determining whether to allow appointed Administrators to the late Gender Minister Victoria Kalima authority to sale part of the deceased’s property or not in order to offset some debts that she left.

Kalima died with writing a will.

High Court Judge Annie Sharpie Phiri is expected to hear and determine the application on February 11.

The administrators who are sisters to the deceased identified as Mutiyo and Alice Kalima indicated in their affidavit that it has become necessary to sale the properties due to the fact that the deceased amassed some debts which they feel duty bound as administrators to offset in order to ascertain the exact value of the estate of the late Kalima as required by the intestate succession Act.

According to the court documents the targeted properties are fou plots standing on No . 18160 /M , 18159/M , Plot LN -37087/90 and 11926/M/9 .

The deceased IS survived by two children aged between 12 and 23 who are the lawful beneficiaries of the estate and have also been allegedly consulted over the desirability to sale the properties.

Meanwhile, The Court has also set April 16 for hearing in the case in which Luanshya Mayor Nathan Chanda was sued for encroaching on a piece of land belonging to orphans.

Mwila to Meet Prime TV Management

Patriotic Front Secretary General Davies Mwila has set up a meeting with Prime Television management following a public dress down of the privately owned station at a press conference on Sunday.

Mwila flushed out a television crew from Prime TV for allegedly blacking out the Patriotic Front from their station.

Following the public spat, Prime TV owner Gerald Shawa wrote to Mwila protesting his decision.

Information Minister Dora Siliya has since announced that Mwila will be meeting Prime TV management to clarify several issues.

Siliya also wondered why some politicians had lurched on the incident to vilify government as being anti-media.

Below is the protest letter Prime TV wrote to the PF Secretary General:

Dear Sir,

RE: BARRING OF PRIME TV FROM COVERING PF FUNCTIONS AND CHASING OF PRIME TV JOURNALIST.

The above captioned subject refers.

It is with a heavy heart that we write your office on a matter in which you publicly chased Prime TV journalists from your Press Conference on Saturday 26th January 2019 and later on, decisively, barred Prime Television from covering all your party functions.

As a broadcast institution registered to operate independently under the laws of Zambia, we find the idea to chase our journalists and the decisive submission to bar Prime Television from covering all PF functions unfortunate.

Given your Party Position as Secretary General, and  Knowing that you come from the ruling party which should lead by example by following the law ,it is sad that  you opted to ignore the Independent Broadcasting Authority (IBA) complaints procedure, which requires that you tender a formal complaint to a broadcast institution ,which complaint is supposed to be addressed within 14days ,upon which you are free to bring it to the attention of the IBA after 14 days  ,where you feel that  that Broadcast institution has  failed to adequately address your complaint.

The above procedure is a requirement for all those who feel aggrieved on a matter of broadcasting.

Unfortunately, you have opted to use a more unprocedural way which to us is unfortunate , undemocratic and totalitarian in that it  may subject our journalists to unwarranted political attacks especially attacks from the Patriotic Front cadres.

It is our considered view that the approach you took is not only undemocratic, but is a serious indictment on the freedom of the media.

While you have the right not to be covered if you so wish, it is Prime TV’s policy to provide a platform for all political parties without bias.

We also wish to bring to your attention that Prime TV is a commercial Television station where all those wishing to have  sponsored programs are free to come  and have their programs paid for as many times as they can just like your party has previously on the same platform.

As you may have observed, many political parties have been sponsoring their press conferences to air and this is done in a business sense.

We wish to urge you to follow the law as you make further complaints of a coverage nature and those complaints should be in compliance with sections (33-38) of  IBA Act 2002.

As a media house , we still hold you in high esteem and pray that this misunderstanding you have raised is resolved promptly in a formal and civil manner.

Yours faithfully,

Gerald Shawa

Djokotoe Weighs in On Great Kalu FIFA Affair

$

Veteran journalist and media trainer Edem Djokotoe has weighed in on the case of former FAZ president Kalusha Bwalya whose two-year ban has been lifted by FIFA on appeal. Djokotoe who is better known from his popular columns Soul to Soul and Mind-Over Matter in the defunct Post Newspaper has added context to the Great Kalu saga. The no-nonsense scribe wound back the clock to Great Kalu’s reign as FAZ president that saw a media witch-hunt form part of his administrative legacy.

FULL WRITE UP:

Let the champagne corks pop, but as for me and my household, we will remember that under the tenure of a certain FAZ boss. a number of local journalists were banned from attending FAZ-organised matches and blacklisted because he wasn’t happy with their coverage.  Matimba Nkonje,  Sydney Mungala, Kalumiana Kalumiana come immediately to mind.   Some of them were arrested and charged with espionage and criminal trespass by the cop in charge of Chipolopolo security, Sylvester Shipolo who sued me for writing about the ridiculous charge and the fact that he’d been instructed to haul me to court to teach me a lesson or two in humility.   The journalists were arrested for being at Levy Stadium to watch the national team play a practice match against a Division Two side.  Espionage?  Criminal trespass–at a public facility?  Negro, please! The suit didn’t have legs or crutches to stand on, let alone a wheelchair to be wheeled in and I never saw a minute in court and the case never went anywhere.  If anything, it illustrated the brazenness of people who abuse power they think they have.

The Constitution gives citizens freedom of movement and someone thinks he can take that freedom away and make you believe you cannot attend a soccer match held at any Zambian stadium because he says so!  Keegan Mumba, a man employed to coach a premier division team, was banned from attending matches because he openly criticised how players for the national team were being picked.    One thing all this banning back and forth teaches us is that karma is a female dog from Nakadoli.

If you don’t believe me, go back and read my six-part series “Of Bans, Blacklists and Bola” published in the Post when the paper still existed. Now that people know how painful it is to be banned by forces more powerful than you are, affecting your ability and capacity to earn money, maybe we will see a lot more sobriety and maturity in how we deal with people we do not agree with.

Good morning, folks.

Human Rights Commission Report Confirms Vespers Died of Suffocation

The Human Rights Commission (HRC) independent investigation has confirmed that a fourth-year University of Zambia student Vespers Shimunzhila died of suffocation from carbon monoxide intoxication.

According to the findings released by Human Rights Commission Chairperson Mudford Mwandenga, the police had followed the students to their hostels.

Mwandenga said Shimuzhila suffered from suffocation from carbon monoxide.

“The late Vespers Shimuzhila died as a result of “suffocation due to carbon monoxide intoxication” as confirmed by the medical evidence through a post-mortem,” Mwandenga stated.

“It is therefore beyond any reasonable doubt that Vespers Shimuzhila did not die from a natural cause.”

The Human Rights Commission has also recommended legal action against all police officers involved in the University of Zambia operation that led to the death of Shimuzhila.

“It is regrettable that the Zambia Police Service conduct in this case amounted to breach of their own constitutional mandate and obligation to protect life and property and to uphold the Bill of Rights. Therefore, appropriate criminal charges should be preferred against all the police officers (including the senior police officers who were in-charge of the operation) for the ensuing loss of life, body injuries to several students and damage to property,” he stated.

“The estate of the late Vespers Shimuzhila should consider instituting legal proceedings against the State and its agents (police officers involved) for the arbitrary loss of her constitutionally guaranteed and birth right to life in order to secure adequate compensation.”

He added: “The HRC therefore calls upon the Zambia Police Command to own up and take responsibility over the death of Vespers Shimuzhila and injuries sustained by Everntyn Choongo, Trudie Kalimbwe and others as well as for the loss of property.”

Chiteme calls for private sector, Govt collaboration to reduce negative impact of Climate Change

OUARZAZATE, Morocco Tuesday 29 January 2019 – National Development Minister Honourable Alexander Chiteme, MP, has called for close collaboration among various stakeholders in the private and public sector to achieve resilience, mitigation and adaptation to the impacts of climate change.

Participating on the ministerial panel discussion at the World Bank-led Climate Investment Fund (CIF) meeting in Ouarzazate, Morocco, on Monday, Mr. Chiteme called for close collaboration among various stakeholders, in private and public sector, to tackle the challenges that climate change was posing to humanity, the environment and economies.

He said the Government of Zambia, through multi-sectoral consultations with the private sector, was working at enhancing an enabling environment for private sector participation

“I would like to acknowledge that as Zambia, we have faced challenges in attracting private sector financing and effective participation.  However, with the Additional Financing coming on board late last year, we will manage to mobilse private sector investments in economic sectors such as agriculture, natural capital and by providing technical support to relevant beneficiaries,” the Minister told the gathering.

The Minister said climate change presents the full spectrum of the classical planning dilemma, with immense negative impact in the short to long term.

The Minister said it would be critical to put in place proactive and strategic responses across all sectors in an integrated manner from land use, forestry, transportation among others, to achieve a robust economic development in the face of changing climatic conditions.

He explained that through the Climate Investment Fund, Zambia had mainstreamed climate resilience in national development plans.

“Zambia has been able to develop a climate change policy, which has facilitated improved planning and coordination for climate change management,” Mr. Chiteme said. “There is also increased awareness and understanding evidenced by the climate risk assessments carried out for all new investments from national to the community level.”

And Pilot Programme for Climate Resilience (PPCR) National Coordinator, Chitembo Kawimbe Chunga said it would be important to improve generation of information on climate risk for business, which could help the private sector make informed decisions of investments that would contribute to resilience building at the household level.

She said the policy environment should address the barriers that may hinder private sector progression.

“Investing in learning activities that address knowledge gaps is very essential for successful resilience building,” Mrs. Chunga said.

She called for continued promotion and expansion of market development and financial intermediation, especially in resilience where these approaches are more emergent.

“Zambia just received additional financing on the PPCR to facilitate private sector led market development and financial intermediaries. This is expected to enhance community resilience and increased sustainability of investments,” said Mrs. Chunga “Promoting gender-responsive programming remains relevant recommendation for successful resilience building as most of the successful projects have been those that were gender responsive. Zambia PPCR has seen increased household income levels, which is also diversified, improved welfare, and social indicators such as food insecurity has declined.”

Mrs. Chunga was speaking during a breakout meeting on Transformational Change Reports – Key Lessons and Insights from the Resilience Sector.

Newly elected Patriotic Front Copperbelt Chairman Nathan Chanda has fired warning shots to dormant elected members by saying they will be removed from the party.

Chanda who was on a party mobilization drive in Masaiti and Kafulafuta said that elected officials failing to mobilize the party will be committing a serious offense especially that 2021 elections are getting closer.

Chanda told party members to report any of those elected in the structures and not performing to the provincial executive to allow for action to be taken.

“For us we will sign a Social Contract with you the people so that when we fail to work according to our promises then you need to remove us as a Provincial Executive Committee. But let me tell you that failing to mobilize the party in order for President Edgar Lungu and the PF party to win is a serious offence,” he said.

Chanda who is also Patriotic Front Member of the Central Committee urged elected officials to be united and work as a team since the Provincial, District and Constituency intra-party elections are now over and election camps should now be a thing of the past.

“Elections are now over. We had camps but that is long gone. Let us respect each other and the leadership that is there. No matter how small a leader looks or can be; let’s respect each other and those in authority. Let us open a new page and move on,” he reiterates.

Chanda has been on a tour of districts since his election to engage with the elected officials after having visited Chingola, Chililabombwe, and Lufwanyama.
