Illegal Miners Invade Kasenseli Gold Mine

A group of illegal miners in Mwinilunga District have brought down a parameter fence covering Kasenseli Gold Mine.

And the group has allegedly stolen undisclosed quantities of alluvial gold after invading the mining premises.

Mwinilunga District Commissioner Anolt Mapulanga who confirmed the incident has expressed disappointment with the recent developments.

Mr. Mapulanga said those behind the behaviour need to realise that the infrastructure they are destroying belongs to Zambians and their act is irresponsible.

He stated that the Zambia Police has been directed to step up its security to ensure installations are not tempered with.

Mr. Mapulanga added that his office will not watch criminal elements disregard the law with impunity and engage in retrogressive activities.

“Government will sit down and allow criminality, the installation by ZCCM Gold is being done on behalf of all Zambians and it is it sad to see the same zambians vandalising the infrastructure.

Nyimba Teacher Found Dead in Suspicious Circumstances

A 38-year-old Teacher of Nyimba District has been found dead.
Eastern Province Police Deputy Commissioner Paul Achiume says Nephasi Kamambi, a teacher of Mombe Primary School was found yesterday around 06:00 hours.

He says Kamambi’s body was discovered by his sister in law Agness Lungu aged 28, who was going to the field a few meters from the village.

Mr. Achiume says police visited the scene, inspected the body and that no physical injuries or fracture were found except bleeding from the mouth.

He says the police suspect foul play and that the body has been deposited to Nyimba District Hospital Mortuary awaiting post mortem.

Two Die in Lundazi Accident

Two people have died on the spot in Lundazi district, Eastern province after a fatal road traffic accident involving an ambulance.

And two survivors involved in the same fatal accident have been admitted at Lundazi District Hospital.

Eastern Province Police Deputy Commissioner Paul Achiume says the accident occurred around 02 hours today at Mphamba bridge along Mphamba gravel road.

Mr Achiume says the driver, Stephen Mulenga, a ZNS officer of Lumezi ZNS Camp, who was carrying 3 passengers sustained fatal head injuries and died on the spot.

He says Peter Mwanza also of Lundazi District Hospital sustained head injuries and died on the spot.

He says the survivors, Crodina Moyo also of Lundazi District Health Office and an unknown male adult of unknown abode complained of general body pains.

Mr. Achiume says the accident happened when the driver of the ambulance failed to negotiate a curve and careered off the road on the right side, hit into a tree and fell into a ditch.

Police Formally Charge Dr Mwaba’s Alleged Killer

Police in Lusaka have formally charged and arrested Lieutenant Nigel Mwaba aged 33 of Barlastone , Lusaka West with murder which is contrary to section 200 of the Penal Code, Cap 87 of the Laws of Zambia.

Police Spokesperson Esther Katongo says the suspect is alleged to have murdered Dr. Tasila Tembo.

Mrs. Katongo adds thet the suspect still remains in police custody, yet to appear in Court.

Dog Owner Gets 14 Months Sentence for Defending his Pet

The Chipata Magistrates’Court yesterday slapped a dog owner with a 14 months jail sentence for assaulting a man who hit his dog with a stone.

Resident Magistrate Betty Mwiinga convicted 20 year old Chikondi Gama of Mwami border after he pleaded guilty to the charge of assault occasioning actual bodily harm.

Particulars of the offence were that Chikondi on November 14th 2020, in Chipata assaulted Nyuma Njobvu, thereby occasioning him actual bodily harm.

Njobvu is said to have hit Chikondi’s dog with a stone, a situation which angered the accused to beat him up.
Chikondi told the court that he used his hands to beat up Njobvu.

Magistrate Mwinga said the sentence is with effect from the day of arrest.

70-Year Old Killed in Mistaken Wizard Suspicion Plot

A 29-year-old man of Nakonde has killed a 70-year-old woman he suspected to be his grandmother in a case of mistaken identity.

The suspect who has been identified as Gift Musukwa had wanted to kill his grandmother Ketteness Nakayuni, 65, who he suspected of practicing witchcraft.

Muchinga Province Deputy Commissioner of Police Geoffrey Kunda said the suspect used a machete to hack the deceased as she was coming from the farm.

“Brief facts are that the suspect Gift Musukwa suspected his grandmother Ketteness Nakayuni aged 65 to be a witch. The suspect was recently released from prison and lives together with his grandmother, when his grandmother was out to the market the suspect went to look for her but did not find her which made him annoyed. In his annoyance, he saw a 65-year-old woman Emeldah Nambeye coming his way from the market where she had gone to buy charcoal and mistook her to be his grandmother. When she reached at the accused person’s house he stopped her and started hacking her with a machete to death,” Mr. Kunda explained.

He added that a team of detectives visited the scene of crime found that half of the head was broken into pieces with the brain outside on the ground, fractured left leg and multiple cuts on the right legs and  right hand,”.

Mr. Kunda said the body has since been deposited at Nakonde District Hospital Mortuary awaiting postmortem examination.

He said the suspect has been arrested after he handed over himself to police after fears that a mob would descend on him.

“He also stated that he thought the deceased was his grandmother that is why he murdered her and later took himself to the Police Station fearing to be killed by a mob”

Kangómbe Launches 2021 Kamfinsa Parliamentary Bid

Kitwe Mayor Christopher Kang’ombe has officially kicked off his campaign bid for the Kamfinsa Constituency Parliamentary seat ahead of next year’s elections.

Kang’ombe, who has served as councillor since 2006 having been elected as a Riverside Ward representative whilst doubling as Copperbelt University Students Union president has been making steady strides in his political career.

The youthful mayor of Kitwe is seeking to ramp up his ambitions by going for the parliamentary seat.

His parliamentary ambitions were put on hold in 2016 when the party under which he served advised him to take the mayoral position that he won overwhelmingly.

Kang’ombe has hit the ground running and is seen spending more time in Kamfinsa where the incumbent Elario Musonda is also seeking to defend his seat on the PF ticket.

Prospective candidates are slowly coming out in the open to lay the ground for adoption for the 2021 general elections.

Former Kitwe District Commissioner Binwell Mpundu is another youthful player who has shown interest to contest the Nkana Constituency seat held by National Development Planning Minister Alexander Chiteme.

The pair’s naked political ambitions have occasionally set them on a collision path with the party stalwarts that seem to disapprove of their upward trajectory on the political ladder.

Kavindele Toll Plaza Rakes K1.5 Million per Month

The National Road Fund Agency says it is now collecting over 1.5 million kwacha per month on the Enock Kavindele Toll Plaza along the Chingola Solwezi Road.

The increase in revenue collection has been attributed to increased volume of traffic on the road after its rehabilitation.

National Road Fund Agency Director Tolling Daniel Mtonga said the agency had been collecting K1.2 million in the second quarter of 2020 due to the economic slump attributed to Covid-19.

Mr. Mtonga who was giving a brief to Road Development Agency RDA Board Chairman Samuel Mukupa after touring the facility stated that the Toll Plaza is now processes over 1500 motor vehicles per day.

And Mr. Mukupa is happy that the Toll is making such amount monies he said is very critical to a better road infrastructure.

He said the maintenance of roads in the country remain a priority on government’s agenda to help stimulate economic development.

Mr. Mukupa stated that the road sector plays an important role in the development of any nation further adding that more better roads are coming.

Vandals Cost Zesco K4 Million

Zesco has recorded a total of 682 vandalism cases from January 2020 to-date translating into damages costing the electricity company over K4 million.

Zesco Public Relations Manager Hazel Zulu said the leap was from the 497 cases recorded under the same period in 2019.

“The power utility company has in the last three quarters of 2020 recorded a total of 682 vandalism cases which indicates an increase in the number of cases compared to the same period last year, where 497 cases were recorded indicating an increase of about 38%,” she said.

The most vandalized items were transmission tower members and Copper cables, both overhead service and underground cables.

Zulu explains that the Copperbelt division recorded the highest number of incidences followed by Lusaka and Northern Divisions respectively adding that in the last three quarters, the electricity company recorded at least 159 arrests and 42 convictions while 48 cases are still in court.

Copper Queens Clock 7 Days in Quarantine

The Zambia Women National Team has clocked seven days in quarantine after four members of the team tested positive for Covid-19 in Santiago Chile.

Zambia in Chile for planned two international friendly matches ahead of the Tokyo 2020 Olympic Games set for next year.

According to FAZ, the team that played Chile in the first of two international friendly matches on November 28, 2020, that Zambia won 2-1 is quarantined at the Torremayor Hotel.

Before playing the second game on December 1, 2020, the Copper Queens were tested for Covid-19 with four players testing positive leading to the cancellation of the match.

A communique from the Regional Ministry of Health says the decisions have been made based on Exempt Resolution Number 591 and its amendment of July 25 and October 8 of the Chilean laws.

“Individuals with confirmed cases of Covid-19 would typically complete isolation for 11 days inside the sanitary residence, until December 12, 2020. However, to keep the delegation together during their stay in Chile, the decision was made to extend the isolation of all members of the team until December 15, 2020,” reads the communique from the health authorities.

Tired of giving Presidential Empowerment Fund?

Clement Tembo, who spearheads the Presidential Empowerment Fund, has assaulted PF Libala Ward 7 Vice Chairman Peter Kazembe.

Mr Kazembe was attacked and assaulted in Woodlands area by Mr Tembo for refusing to endorse him as parliamentary candidate for Kabwata Constituency.

According to information gathered, Mr Tembo has been intimidating the Police hence the matter being quiet since Mr Kazembe was assaulted on 27th November, 2020.

However, Zambia Reports has accessed a medical report from Woodlands Police station.

Kazembe suffered a cut on the upper lip and inside as fists and slaps were allegedly used to inflict injury.

We will respect the Constitutional Court judgment ordering that former ministers repay monies received after the dissolution of parliament in 2016, says Patriotic Front General Secretary Davies Mwila.

Speaking via telephone on Hot FM Breakfast Show, Mwila said that President Lungu could not be entangled into the repayment of the K4 million that was used by the ministers.

“We will respect the judgment. It is us who were receiving the money. I am the one who spent. The court has ruled, and the decision is final,” said Mwila Mwila who was Home Affairs Minister.

“It is not President Lungu who ordered us to stay in office. Everyone remained on their own.”

Ministers that stayed in office after the dissolution of parliament in 2016 from May to July 2016 have been ordered to repay K14 million from salaries and allowances.

The payments range from K63, 325.10 and K71, 114, 35 which involves over 63 former ministers and their deputies.

Dyambombola Community in Manyinga Gets Piped Water

The Manyinga District Council has completed the drilling of a borehole and installation of a 5000 litre capacity solar powered borehole at Dyambombola community in Dihamba Ward.

The water project which is at 99 percent complete is already supplying piped water to the rural health centre and the school in the area.

Completed works include connecting of water taps at Dyambombola Rural Health Centre and Dyambombola Primary school respectively.

Council Director of Works Rudge Malesu said the community of Dyambombola is now able to access safe clean drinking water being supplied at the two institutions.

Manyinga District is yet to be connected to piped water and most communities depend on shallow wells.

Kawambwa Murderer Performs Sex Act on Corpse

A 22-year-old man of Kawambwa has been arrested for allegedly murdering a 58-year-old woman and went on to have carnal knowledge of her.

Luapula Province Commissioner of Police Chilije Nyirenda has identified the suspect as Felix Mwenya of Mutuna Village.

Mr. Nyirenda said the suspect had to be dragged while in the act by a passer-by who later discovered that the woman was dead.

He said the passer-by later apprehended the suspect after noticing that the woman was dead.

 

Mr. Nyirenda said that the suspect has been detained in police custody while the body of the deceased is lying in Kawambwa District Hospital Mortuary awaiting postmortem.

LUSAKA WIDOWER SUES KBF OVER DECEASED WIFE’S ESTATE

Lusaka lawyer Kelvin Bwalya’s law firm KBF and Partners has been sued by a widower who is seeking benefits from his late wife’s estate.

Mr Robbie Mulenga, who claims to be a beneficiary of the the estate of Priscilla Chilombo Musole, has sued Bwalya in his capacity as executor of the late wife’s estate.

Mr Mulenga, who is represented by Ituna Partners, wants the court to declare that his wife died partially intestate which portion of intestacy includes terminal benefits and pensions.

He also wants the court to declare that he is a beneficiary entitled to the portion of the estate of the late, that is partially intestate, which portion of intestacy includes terminal benefits and pensions.

And Mulenga wants the court to order Bwalya to distribute to him the portion of the estate of Priscilla that is distributable under the partial Intestacy or any other further relief the court may deem fit.

Mulenga in his affidavit filed in court stated that he was Priscilla’s husband until the time she died.

He stated that at the time of her death, Priscilla had executed a Will where she directed on how her assets must be administered and distributed.

Mulenga stated that under the same Will, Bwalya was appointed as the executor of the Will.

He stated that upon perusal of the Will, he discovered that among the assets to be distributed such as the pension benefits were not included.

Mulenga stated that since the pension benefits were not included in the Will, it means that Priscilla died partially intestate with regard to them.

He stated that he had been advised by his advocates and verily believed that since he was the surviving spouse, he was one of the beneficiaries of the pension benefits.

According to her Will and Testament, Priscilla wished that: “My flat at NIPA Government flats I give to my two children, supervision, my elder sister. The property will be held as a joint tenancy when one of the children attains age of 21. before then, the rent proceeds must be utilised to pay her education,” she stated. “The plot in Chamba Valley should also be given to my two children, each to get an equal share. My liabilities should be leased from my terminal benefits, my property in Palabana, I give to my children. I hereby appoint Kelvin Fube Bwalya to be the executor of my estate,” read the Will.

Cabinet Approves Review Of Legislation That Allows Appointment Of PSs Into Boards

Cabinet has approved Bills and policies aimed at providing guidance on the overall management of the affairs of government for the good of the Nation.

The policies were approved during a virtual Cabinet meeting chaired by President Edgar Lungu yesterday.

Cabinet approved the review of Legislation on Appointment of Permanent Secretaries on Statutory Boards through the introduction of Bills in Parliament to review the membership by Permanent Secretaries on Boards or Committees.

Cabinet noted that the current practice of appointing Permanent Secretaries on Boards or Committees goes against the principles of good corporate governance and the very rationale for the designing and usage of the Statutory Boards.

“Permanent Secretaries are mandated by Article 184 (2), of the Republican Constitution, to design, monitor and enforce National policies which must be implemented by the Agencies.  Further, Permanent Secretaries are chief advisors of the Cabinet Ministers or Provincial Ministers, with respect to the activities, projects and programmes of the Province, Ministry or Department.  To this effect, it becomes difficult for them to adequately perform their oversight role to both the Board and the Agency management.  This also raises the issue of conflict of interest and maximises the principal-agency problem since they are the chief advisors of the Minister on matters, requests or proposals coming from Boards or Committees, hence the need for appropriate legislation on appointment of Boards,” chief government spokesperson Ms Dora Siliya has stated.

Cabinet has also approved the Electronic Communications and Transactions Bill, 2020, which will now be published and introduction in Parliament during the current sitting of Parliament.

“The objectives of this Bill include among others, the need to provide a safe and effective environment for electronic transactions; promotion of secure electronic signature; facilitating electronic filling of documents by public authorities; provision for the use, security, facilitation and regulation of electronic communications and transactions; promotion of legal certainty and confidence, and encourage investment and innovation in relation to electronic transactions,” Ms Siliya stated.

Another Bill approved by Cabinet for publication and introduction in parliament is the Data Protection Bill, 2020.

“The objectives of this Bill are to provide for an effective system for the use, and protection of personal data; regulate the collection, use, transmission, storage and otherwise processing of personal data; establishing the Office of the Data Protection Commissioner and provide for its functions; and provide for the registration of data controllers and licensing of data auditors,” Ms Siliya.

Cabinet has also approved the Development of the Local Content Bill, 2020.

“During the same Meeting, Cabinet approved in principle, to the introduction of the Local Content Bill in Parliament.  The enactment of a Local Content Bill will support the implementation of the Local Content Strategy, which aims to promote inclusive growth and sustainable development through value addition by increased utilisation of locally available goods and services in growth sectors,” Ms Siliya stated.

Additionally, the National Productivity Policy, the first of its kind, has also been approved by cabinet for implementation.

“Cabinet observed that productivity is an overarching issue, affecting all the sectors of the economy.  Therefore, in order to strengthen the existing policy framework being pursued by Government to diversify the economy through massive industrialisation and job creation, it is imperative that a National Productivity Policy is adopted to address among others, issues of low productivity, poor attitudes towards work, low human capital development, low levels of competitiveness and inadequate institutional and coordination framework,” Ms Siliya stated.

Meanwhile, Cabinet approved the appointment of Board of Directors for the Legal Aid Board.

The ten (10) member Board of Directors for the Legal Aid Board will be in office for three years.

Bill 10 Advocates Raise Flag on Non-Performing MPs

Bill 10 advocate and political activist Chishala Chilufya has urged people in Eastern Province to use the 2021 general election to vote non performing members of parliament out of office.

Mr Chilufya told Breeze FM that for a long time now, people in Eastern Province have continued complaining that Members of Parliament are not working according to their expectations.

He said the challenges that the province is going through should be rectified by voting for a new crop of Members of Parliament, adding that there is no need to retain leaders, who have failed to perform.

He also urged aspiring candidates with selfish motives to stay away from applying for adoption, adding that a person, who is not willing to work for his people is not capable of being a leader.
Mr. Chilufya, who is also former MMD, Movement for Multi-Party Chairperson for Agriculture but now a sympathiser of the PF has noted with concern the trend by people in Eastern Province of continuously voting in people, who have proved not to be working.

He has called on people not to be swayed by vote buying candidates but consider voting people who have a developmental agenda for the province.
Mr. Chilufya also further appealed to the conscience of members of parliament who have done nothing during their tenure of office not to apply for adoption in the 2021 elections.

Hichilema Promises to Sell Presidential Jet If Elected

Hakainde Hichilema has told Zambians that he will sell the Presidential Jet and use the money for youth empowerment programs when he is elected President of Zambia.

He said at a briefing at the party secretariat on Monday after signing a social contract with the youth that they will be among his top priority once he wins elections.

Mr Hichilema also said he will not grant Mukula licenses to foreigners but instead give the license to the youths.

Mr Hichilema also claimed that he is committed to end political violence and that the police will be allowed to work professionally.

President Lungu is committed to protecting the water bodies – Dr Jonas Chanda

Minister of Water Development, Sanitation and Environmental Protection Jonas Chanda has said President Edgar Lungu is committed to protecting the water bodies in order to restore rivers to their full potential in the country.

Dr Chanda noted that water plays an important role in the country’s socioeconomic development.

The minister said the country has abundant water resources which require to be sustainably managed to avoid depletion.

He said during the launched the pilot catchment protection measures of the Magoye and Mutama Bweengwa Rivers in Pemba district, Southern Province that climate change, droughts and shifting rainfall patterns have heavily impacted on the availability as well as supply of water for various use.

The program which is being supported by the Germany government through GIZ is implementing the “AWARE” program.

AWARE has so far undertaken various programs around the catchment of the two rivers to slow down rainwater runoff and recharge the ground water which has so far contributed to a steadier and more sustainable stream flow of the rivers.

Dr Chanda has since commended the Germany government for the initiative which will also facilitate for planting of more than 10,000 trees and reshape 2 gullies in order to reduce soil erosion and preserve soil fertility.

“Government would like to see that rivers that were once upon a time flowing with water throughout the year to once again be restored to perennial rivers,” he said.

And Germany ambassador to Zambia Dr Wagner Mitchell applauded government’s enthusiasm and political will towards the need to protect and restore Zambia’s water resources and catchments.

Dr Mitchell said Germany is also expectant of the support of WARMA in this cause considering that the lower Kafue sub-cathment is key to social and economic activities of atleast half the country’s population.

ACC Silence on Teacher Promotion Exercise Shocks PROTUZ

National Action for Quality Education in Zambian NAQEZ says it is shocked that the Anti -Corruption Commission is unmoved by grave corruption allegations against the Teaching Service Commission made by Mr Kangwa Musenga,the General Secretary of Professional Teachers Union of Zambian( PROTUZ).

Before a Parliamentary Committee on Cabinet Affairs on Tuesday last week,Musenga alleged that some officials at the Teaching Service Commission have been asking teachers to pay between K20,000 and K30,000 before they are promoted to positions of DEBS and PEO.

NAQEZ Executive director Aaron Chansa stated that the allegations by PROTUZ against TSC were too grave such that all Teachers and Zambians expected the A.C.C to swing into action a day after the allegations were made.

“As NAQEZ, we shall utterly be surprised if the Zambian anti -graft body will still remain mute over these serious corruption allegations even this week. Without being cleared by A.C.C ,teachers in Zambia will completely lose confidence in their employer. Equally, the Commission will continue having a corrupt image in the eyes of Zambians and the international Community,”Mr Chansa stated.

He stated that the Teaching Service Commission should start advertising vacant positions to avoid corruption allegations.

“In fact, Section 27 of the Terms and Conditions of Service for the Public Service is very instructive; that when a Service Commission advertises a vacant position, the advert must be brought to the attention of all eligible officers in the Province or District. The current practice where promotion of teachers is done in secrecy has been a big source of frustrations and poor performance by those who feel mistreated .We demand for a fair, predictable and meritorious way of promoting teachers in Zambia.As an organization that promotes social accountability and transparency in education, and using Provincial and District Coordinators ,we shall take special interest in how vacant positions in the Ministry of General Education shall be filled going forward,” stated Mr Chansa.
