I Support Dual Citizenship – Prof Ndulo

Professor Muna NduloRespected US-based lawyer Professor Muna Ndulo says he supports dual nationality despite punching holes in the draft constitution released by government which is currently under scrutiny.

Clarifying his position on the draft constitution, Prof Ndulo says it was not correct to suggest he was opposed to the clause in the draft constitution that will grant dual nationality.

“I support dual nationality. I have no problem with dual nationality at all,” he said.

Prof Ndulo says it would , therefore; be a fabrication to state he suggested anything to do away with dual nationality in his remarks at the New Makers Forum.

“I never mentioned dual nationality in my remarks,” he adds.

During a News Makers Forum at the weekend, Prof Ndulo suggested there should be an team of experts set up to review the draft constitution.

Meanwhile, activists Isaac Mwanza has accused Prof Ndulo of trying to create confusion in the constitution making process.

“The suggestion by the learned Professor Muna Ndulo that the draft Constitution is incoherent and needs to be re-worked on by a small team of experts confirms what one Professor from Uganda once said about a lawyer’s twofold job: ‘to create clarity where there’s confusion and to create confusion where there’s clarity.’,” he states.

Mwanza says Prof Ndulo’s suggestion is creating confusion where their is clarity and must therefore not be taken seriously by Zambians who want to a good and progressive Constitution before the end of December 31, 2015.

“Issues cited by the learned professor such as the Constitutional Court being at par with the Supreme Court, the declaration of Zambia as a Christian Nation and the dual citizenship cannot make the Draft Constitution incoherent but these are issues of consensus and what the majority of the Zambian people want to see in the new Constitution.

“As people are well aware, I not an advocate of the declaration of Zambia as a Christian Nation but who am I or those experts to overturn the will of the Zambian people? We must realise that Zambia is bigger than any one of us, whether expert, professor, or ordinary citizen like me.

“I dont blame Prof Ndulo for holding and expressing his opinion; everyone has a right to hold and express an opinion. At this stage, everyone has a view and no view is greater than the other but President Lungu and his administration must take leadership and help bring this constitutional reform process to an end,” Mwanza says.

He says it’s sad that despite President Lungu’s assuring the United Nations through its representative that he will be holding an indaba with stakeholders on this process, he is slowly proving not to be man of his word.
