MUZ Asks Govt to Raise Shareholding In Mines

The Mineworkers Union of Zambia (MUZ) has appealed to government to increase its shareholding in the mines.

MUZ president Joseph Chewe has bemoaned the vulnerability workers have been exposed to by mine investors.

He said with mine investors calling the shots, most workers were always working in fear without knowing how safe their employment is.

Mr Chewe said the union has been working tirelessly to ensure job security in the mining industry.

He said the government needs to start growing its shareholding in the sector to guarantee safety and security of jobs.

Mr Chewe said Zambians need to take charge of the mines in key positions because they have the capacity to run the industry.

Meanwhile, Mr Chewe has complained that the privatization of the mines has brought more harm than good to Zambians.

He said the coming of foreign investment resulted in huge retrenchments among mine workers whom he said were now living in uncertainty because their future is not clear.

Unpaid Tuition Fees Leave Universities in Huge Funding Gaps, Reveals Minister

Government’s generosity to allow students in institutions of higher learning to write exams without clearing fees has left universities in serious funding gaps, Minister of Higher Education Brian Mushimba has disclosed.

Dr Mushimba has stated that students being allowed to write examinations are not clearing their debts to collect results, thereby affecting operations of institutions of higher learning.

He said the Copperbelt University alone has recorded a funding gap of about K20 million while Mulungushi University is at K12 million.

 

Dr Mushimba said the Ministry of Higher Education has therefore found it difficult to accommodate students yet to clear fees to avoid further funding gaps.

“In the past, government has been allowing students to write examinations without full payment of fees under an agreement that they pay when collecting results. However, that is not the case as most of them are not paying,” he stated.

Dr Mushimba stated that most students had taken advantage of government’s generosity and did not even collect results, leaving their institutions in huge funding gaps.

PAZA Calls For Further Scrutiny Of ZAMEC Bill

Press Association of Zambia (PAZA) President Andrew Sakala has called for a further review of the Zambia Media Council (ZAMEC) self-regulatory Bill of 2019.

Sakala said this following the submission of the Bill to the Ministry of Information and Broadcasting Services by the Technical Working Group.

He said before it becomes law, journalists need to scrutinize the document further to ensure everyone is safe.

 

Sakala stated that with all the efforts made, there was a need to ensure the law focuses more on correction and not punishment once it becomes law.

He said currently, there are no pieces of legislation that promote media freedom in Zambia, adding that its implementation needs to be for the benefit of every journalist.

“As at now, there are no subsidiary pieces of legislation that protect and promote media freedom in the country, so we must guard this document,” Sakala said when he gave a presentation during the Bloggers of Zambia meeting with Copperbelt-based Journalists.

The Technical Working Group of the self-regulatory framework have already handed over the ZAMEC BIll to the Ministry of Information and Broadcasting Services.

6-Year-Old Solwezi Girl Dies After Consuming Suspected Poisoned Meat

A six-year-old girl of Mushitala Compound in Solwezi District has died after consuming meat suspected to have been poisoned.

The six-year-old suffered severe abdominal pains before passing on while others suspected to have consumed the same meat had been taken in for medical check-ups at Mushitala Urban Clinic after complaining of severe abdominal pain, vomiting and diarrhea.

North Western Province Police Commissioner Hudson Namachila has confirmed the incident, stating that an inquiry has been opened.

Namachila stated that the meat was believed to have been bought from one of the multinational chain stores in Solwezi.

He said food samples of meat have since been handed over to the district health office for an independent investigation.

The body of the deceased is in the hospital mortuary awaiting post-mortem.

CABINET APPROVES A PROPOSAL TO LEGALIZE PRODUCTION OF MARIJUANA.

The Zambian government has finally approved a proposal to legalize the production of Marijuana.

The production of Marijuana in Zambia will, however, be restricted to exports and for medical purposes only.

Companies wishing to trade in Marijuana in Zambia will be charged US$250,000 annual license fees.

Only successful bidders will be issued with commercial licenses to grow and trade in Marijuana for exports.

The licenses will be issued by the Ministry of Health while the growth of the crop will be strictly supervised by the Zambia National Service.

The move was unanimously approved during last Wednesday’s cabinet meeting at State House.

This was confirmed by highly placed officials at Cabinet Office who could not be identified as they are not authorized to speak to the media.

“Cabinet approved the Cab Memo submitted by Health Minister Dr Chilufya for Marijuana legalization but for medicinal purposes. What is interested is that during that cabinet meeting, there were attempts by the Ministry of Home Affairs, Ministry of Agriculture working with Ministry of Commerce to take over the whole process of issuing licenses from the Ministry of Health who have been pushing this agenda for some time,” the source said.

“It appears this whole process was backed by some rich organizations and companies who have been promised licenses that is why there was jostling about where the responsibility to administer this would sit, finally a vote was taken and the Ministry of Health won.”

Africa’s legal cannabis industry could be worth more than $7.1 billion annually by 2023 if legislation is introduced in some of the continent’s major markets, according to research from The African Cannabis Report, the first detailed report on the legal cannabis industry in Africa.

While African cannabis industries have great potential, cannabis remains illegal throughout Africa except for in Lesotho.

Ex-Parmalat Employee Sues Manager For Assault

Parmalat Zambia Limited Technical manager Louise Schoon has been dragged to court by former employee Thomas Lumbwe who is seeking a compensation of K250,000 for physical assault, trauma, inconvenience and pain allegedly caused by the company official.

Mr Lumbwe has equally sued Parmalat Zambia, demanding K42,000 from the company as his terminal benefits and further wants the court to order Mr Schoon’s deportation to South Africa, his country of origin.

This is contained in a statement of claim filed in the Lusaka High Court by Mr Lumbwe.

The petitioner stated that Mr Schoon was his supervisor when he worked as an Ultra-Temperature Technician on a permanent employment basis after working from 2008 to 2012 on a contract.

Mr Lumbwe has alleged harassment from Mr Schoon allegedly because of his work culture, leading to abuse where in some instances, the respondent physically assaulted and insulted him.

He stated that he made several complaints to superiors at the company but nothing was done until he, on November 9, 2018, reported a case of assault at the police against Mr Schoon and later sued him.

Mr Lumbwe stated that Mr Schoon later sent Mr Mailosi Sialuselo to compel him to withdraw the matter from court so that they could resolve it quietly.

He stated that because of the abuse, he was forced to resign on 19th November, 2018 and his resignation was accepted but the company has neglected to pay him to date.

Mr Lumbwe said his resignation was caused by Mr Schoon’s conduct as his harassment and rude behaviour continued after he had withdrawn the matter from court.

25 Zambia Airways Cabin Crew Members Graduate In Ethiopia

Twenty-five Zambia Airways cabin crew members have graduated from the Ethiopian Airlines’ Aviation Academy.

The Zambian Government, through the Industrial Development Corporation (IDC), had sent the cabin crew for training in various cabin crew professions following the establishment of the national carrier.

Zambia’s Ambassador to Ethiopia Emmanuel Mwamba said it was envisaged that the trained 25 graduates would fully apply their expertise and experience gained during the intense three-months training period.

He said their training would also contribute to achieving the African Union agenda 2063 aspirations that seek to improve the aviation sector in Africa.

Mr. Mwamba further said with the coming of the African Continental Free  Trade Area, it was expected that intra-Africa trade would expand and air transport would be one of the most efficient means for transportation of goods and services.

He said the airline would boost both tourism and trade as Zambia would have an opportunity to manufacture goods and transport them without challenges across the continent.

Mr. Mwamba said Africa, and Zambia in particular, had the capacity to increase her share of the market in the aviation industry.

He said this in a speech read for him by the Charge’d’ Affaires, Mr. John Chisanga.

The Industrial Development Cooperation was represented at the graduation by the Human Resource and Administration Manager, Mrs. Lizzie Mukwasa.

And Ethiopian Aviation Academy Managing Director Solomon Kebere said the institution continued to be one of the leading training aviation academies in the world.

He said the academy was pleased to partner with the Zambian Government in training its cabin crew members and was looking forward to more partnerships with Zambia Airways.

Out of the 25 students that have graduated, Endson Kayombo emerged as the best student.

This is according to a statement issued by the first secretary press and tourism at the Zambian mission in Addis Ababa, Inutu Mupango Mwanza.

President Lungu Donates 5,000 Bags Of Mealie Meal To 1,000 Vulnerable Ndola Central Families

President Edgar Lungu has donated five thousand by 25 kilogramme bags of mealie meal to cushion the hunger situation among one thousand households in Ndola Central Constituency in Ndola.

Flagging of the distribution of mealie meal in Twapia on Monday morning, Ndola Central Member of Parliament Emmanuel Mulenga said the targeted beneficiaries will receive the mealie meal on a monthly basis starting December 2019 until April 2020.

Mulenga said the gesture would at least see the families have mealie meal until the next harvest.

He said President Lungu is aware that a lot of households in the constituency are not food secure, hence the move to aid them with food until the next harvest.

“President Edgar Lungu, the man you voted for, knows what you are going through. The rains were not enough and we did not have a good harvest, so we have hunger and the prices of mealie meal are high. So to cushion this, we will be giving mealie meal,” Mulenga said.

Mulenga, who is also Minister of Youth and Sport, said some families are not food secure because of the poor rainfall pattern the country experienced during the 2018/2019 farming season.

He said the gesture by President Lungu to empower the people with mealie meal in his constituency was a demonstration of the Head of State’s resolve to uplift livelihoods of many families.

Mulenga reminded the recipients not to turn the gesture into a money spinner where they would start selling the mealie meal which is meant to benefit vulnerable households in five wards such as Twapia, Mapalo and Nkwazi.

The member of parliament said the Head of State had reiterated that no one would die from hunger as government was on the ground to provide food to the less privileged.

Solwezi Man Burnt by Girlfriend

A 30 year old man of Solwezi is nursing serious wounds at Solwezi General Hospital after being burnt by his girlfriend.

The victim has been identified as Jeremiah Mbawa of Florian Housing Unit.

Mbawa was allegedly doused by his Ndola based girlfriend identified as Miriam Chileshe.

Miriam had travelled from the Copperbelt to Solwezi to accomplish her mission.

North Western Police Commissioner Hudson Namachila said Miriam poured suspected petrol on the victim and lit a match stick inflaming the entire house.

The North Western Province police Chief added that all household goods were burnt to ashes but could not ascertain the value of the property.

Namachila said the suspect who was on the run has since been apprehended as she was trying to board a bus to the Copperbelt.

Govt Confirms Marijuana Cultivation Approval

Information Minister Dora Siliya has confirmed that government has approved the cultivation and exportation of cannabis for economic and medicinal purposes.

Siliya said in a statement that the decision was approved during a cabinet meeting held on 4th December, 2019.

The endorsement as a result of the recommendations of the Ministerial Technical Committee for the cultivation, processing and exporting of cannabis for economic and medicinal purposes.

“The Ministerial Technical Committee comprises of Ministers of Justice,

Defence, Home Affairs, Finance, National Development Planning, Commerce,

Trade and Industry, Agriculture and Health. In this regard, Cabinet directed Ministry of Health to provide overall leadership and coordinate the issuance of licenses for the cultivation, processing and export of cannabis for medicinal purposes under the Dangerous Drugs, CAP. 95,” she explained.

Siliya disclosed that cabinet also directed the Ministry of Health to ensure that applicable policy guidelines and procedures are followed as well as ensure that the implementation is within the existing policy guidelines and overall legal framework in consultation with any relevant Ministries and other relevant stakeholders.

The Ministry of Health was further directed to provide cabinet with a periodic update on the implementation of this Cabinet decision.

ConCourt To Hear Lundazi Poll Petition

The Constitutional Court has said it will proceed to hear an election petition where losing PF Lundazi parliamentary candidate in the 2016 elections Colonel Bizwayo Nkunika has asked the court to declare Lawrence Nyirenda’s seat vacant.

Col Nkunika also wants the court to order for fresh elections within 90 days.
In his petition, Colonel Nkunika wants the court to declare Mr Nyirenda’s seat as an Independent member of parliament vacant, alleging that he does not meet the minimum academic qualifications as prescribed under Article 70 (1) (d) of the Constitution of Zambia because he allegedly does not hold a minimum of a grade 12 certificate.
However, Nyirenda’s lawyer Tutwa Ngulube has asked the court to throw out the petition for time lapse.
Mr Ngulube submitted that the Constitutional Court has no jurisdiction to hear the petition as it was the High Court that had first instance in matters relating to parliamentary elections.
He said the petition was statute barred as the Constitution sets a seven-day time limit on when a petitioner can petition the election.
Mr Ngulube added that matters relating to the elections of MP could only be taken to the Constitutional Court through an appeal.
He urged the court to halt the hearing of the petition as not doing so would go against its already established precedence where it refused to hear a Presidential election petition involving Hakainde Hichilema because the 14 days time limitation had elapsed . Mr Ngulube further said Col Nkunika slept on his right to appeal and that the Constitutional Court has no powers to extend the time limit as to when the petition should be filed. But Col Nkunika, through his lawyer State Counsel Chifumu Banda, urged the court to proceed with the hearing of the petition because it is rightly before court. Mr Banda argued that his client was not petitioning the election of Nyirenda but his alleged breach of the Constitution and that any act which contravenes the Constitution is illegal like the one for Mr Nyirenda because he breached the Constitution by not
having academic qualifications.
He said Col Nkunika was not challenging the election of Nyirenda but the allegation was that he was in the House illegally because he does not have the required academic qualifications to be a member of parliament.
Mr Banda said it is therefore the Constitutional Court which has powers to hear and determine the allegations that concerned the Constitution of the Republic of Zambia.
Judge Martin Musaluke, who read the ruling on behalf of court president Hildah Chibomba, judges Annie Sitali, Mungeni Mulenga and Palan Mulonda, said any allegations of the contravention of the Constitution brought before court must be fully interrogated . Judge Musaluke said Mr Nyirenda and ECZ have put up spirited arguments as to why they feel Col Nkunika should not be allowed to proceed to present his arguments on the alleged contravention of the constitution. “Our mandate is that when an allegation of the violation or contravention of the Constitution is presented before the court, the allegation must be heard and determined. As the petitioner has specifically alleged that the first and second respondents have contravened and continue to contravene Articles 70 ( 1 ) ( d ) and 72 (2) (b) of the constitution, these allegations ought to be heard and determined by this court on their merit,” judge Musaluke said. “Accordingly we find that the petition herein is rightly before court as it alleges contravention of Articles 70 ( 1 ) ( d ) and 72 (2) (b) of the Constitution. The preliminary issue raised by the first respondent is therefore dismissed. This matter will proceed to trial on March 9, 2020,” Mr Nyirenda and ECZ have since been granted leave to appeal before March 9, 2020.

High Court Maintains Order That Restrains  Kambwili From Defaming Findlay

The Lusaka High Court has confirmed its earlier order of injunction granted to businessman Valden Findlay restraining National Democratic Congress party leader Chishimba Kambwili from defaming through drug dealing accusations.

Mr Findlay sued Mr Kambwili over his statement that he was dealing in drugs and was using the Presidential jet to courier the drugs.

In this case, Mr Findlay is seeking damages for libel and slander and asked for an injunction to restrain Mr Kambwili.

This was after on 9th September 2019, the former Roan member of parliament challenged President Edgar Lungu to disclose the kind of dealings he had with Mr Findlay.

“…History has it that Mr Findlay was locked up by Dr Kenneth Kaunda for dealing in drugs. We have seen that whenever you go abroad, when coming out of the plane, the next person to come out is Valden Findlay! There are allegations by the people of Zambia and world-over that, maybe, the Presidential trips and the Presidential Plane is now being used to courier drugs…,” he alleged.

Following Mr Findlay lawsuit,  judge Elita Mwikisa on September 25, granted Mr Findlay an ex-parte order of injunction restraining Mr Kambwili from uttering any defamatory remarks against him.

This ruling has been confirmed by judge Mwikisa today who said if freedom of speech is left unrestricted, it may have damaging consequences on the liberties of the individuals in a democratic dispensation.

The judge said she was of the belief that Mr Findlay may suffer irreparable injury or serious mischief due to Mr Kambwili’s utterances if he is not restrained from doing so.

Judge Mwikisa also ordered costs against Mr Kambwili.

Baby Thief Captured in Kitwe

Copperbelt Province Police Commissioner Charity Katanga says police in Kitwe have apprehended a maid who had fled with a six months old baby boy from Lusaka a few days ago.

Rachel Banda disappeared with a six months old baby that was left under her custody by the parents.

Katanga said that Rachel was apprehended by alert traders at Chisokone Market as she went from one restaurant to another asking for food for her and the baby.

“She was picked up in Chisokone Market where she was moving from one restaurant to another asking for food. It was during that time that she caught the attention of some members of the public who quickly started comparing her with pictures of her and the baby shared on social media,” Katanga said.

The suspect is currently detained at Kitwe’s Central Police Station while the baby is being attended to my medical personnel.

OPINION: Listening To Practical Distant Voices Outside Our Four Walls

One day, I came across Dr. Canisius Banda’s article on this very page entitled, “Give Sinkamba’s ‘Weed’ A Chance.” It made interesting reading because it was not an article you read everyday. It took you out of a problem prone environment right to where solutions come from.

The issue with rubbing shoulders with people of one’s kind or similar mindset, especially with a judged societal sanity, is that it’s either you rarely get to know the truth or expose yourself to new ideas.

A progressive people is one that keeps moving forward, opening new doors, and doing new things. But this demands that we become curious because it’s curiosity that keeps leading us down new paths.

But our colonial education system took out this very trait, a curious mind and left us with a submissive one. Our education system has had, for decades, an in-built slant that means it suppresses critical thinking and helps create a mindset of blind loyalty.

The system was essentially designed to serve the economic interests of the colonisers, which was the primary motivation for colonialism in the first place.

What we call education is, actually, not but training. Its purpose was not to bring a person to understand the objective limits to the advancement of individual and societal welfare, but to train a person how to live with problems and even administer them among his kind in an ‘efficient’ manner.

This was a well thought out plan to prepare our colonial societies for retrogressive laws that would follow specifically to manage us as they could only survive under a subdued people. Does it make sense that stealing a farm animal worth K50 carries a stiffer punishment than stealing K1m in a bank?

The answer lies in identifying who worked on the farm and one who was employed in the bank. This is why it was so refreshing to read about the latest Cannabis decision by government. Just who said the use of Cannabis is limited to smoking it?

Dr. Canisius Banda refers to such a mindset as “a dangerous nitwit, an inimical presence in our community.” He observes that Cannabis must be decriminalised the worldover. Nonetheless,
regulation, albeit wise, must be enforced just as it exists for many other things.

Without wondering why, today, we incarcerate poor souls for merely growing and possessing a handful of Cannabis. Observes Dr. Banda, “It is one of those sorry things that are anachronistic/obsolete and embarrassing that are products of false or flawed premises, this in itself arising from sheer ignorance.”

What our lawmakers, who must be in Parliament to equally represent an ordinary life in rural Zambia, ought to understand is that the political usefulness of the current education system was not that it imparted skills such as reading, writing and arithmetic but that it promoted values such as loyalty to the colonial order and disciplined self-sacrifice in the interest of the colonial system.

In 2013, Mr. Peter Sinkamba announced the Green Party manifesto to legalize cannabis for economic, industrial and medicinal purposes. He was ridiculed, reviled, insulted and called all sorts of names. I travelled to Kitwe and I met him at Continental Lodge in Riverside, my opinion of him immediately changed.

The man was right and he, too, knew he was right. But, to add salt to the open wound, his consolation came from lone voices such as Dr. Canisius Banda whose opinion would be played down based on political prejudice.

Dr. Banda said, “Peter Sinkamba has a point. Trouble is, he is from the future. In his enlightenment, he is many years ahead of the average Zambian citizen. Indeed he will be misunderstood, reviled and even fought because his audience is way behind him. His attitude should be like that of Jesus, ‘forgive them Father for they know not what they do’. Jesus, you see, came from where we are going.”

It has taken time to understand Mr. Sinkamba because he was way ahead of us. What is even more shocking is the fact that Mr. Sinkamba was right while the rest of us were wrong but it was Mr. Sinkamba who was presumed wrong just because he did not conform.

Dr. Banda observes, “The temptation to be irritated by this foolishness is indeed strong. However, those that know must duly resist it. A person with a new idea is always a crank until the idea succeeds.”

But after all is said and done let’s remember why our colonial masters took away our ability to think critically; great ideas alter the power balance. That’s why, everywhere you go, great ideas are initially resisted.

President Lungu Tells Zambians Not To Waste Time And Money On Losers

President Edgar Lungu has said Zambians want improved lives and that politicians must begin to deal with real issues.

And President Lungu has advised Zambians not to waste their time and money on political losers.

Speaking to PF officials in Southern Province on Monday, President Lungu said the ruling party should forget about personalities.

“…The train is rough and our friends are being supported, we know who is supporting them, these people who are saying a man should marry a man, they have put a lot of money, you know. They are not even ashamed when they see beautiful girls around they are looking for men. It’s not fair. Forget about  eating together, the man can’t even drink water given to him by friends because he thinks that they will poison him. I will not say much since you know him better. We should forget about personalities, let’s deal with  real issues. Our people want improved lives. Some people believed what they heard about me in 2014/2015. But now that I have been working with them, they say he is not like that after all because I have given them a chance to know me. Let us not allow people to mislead us by saying bad things,” he said. “I know him, I used to stay with him in Chawama,  when you have never stayed with me before. You should ask those who lived with me; they will say yes we know him, yes he used to drink but does he still drink? It’s all about cheap lies. Why should  a person lie about your party and you ignore it? If those people are not willing to work with us and you keep voting for them, where will Southern Province be? 2021, PF is coming back and with a bigger percentage because we are reaching out to people. Of course we lost one government seat in IIlambo in Lupososhi but that is nothing because the real test is coming in 2021.”

He said come 2021, the opposition would be taught a lesson.

“We want to make sure that we teach them a lesson. This man will lose in 2021 and he will lose in 2026 and people want to believe in him. Even a football team, if you have a fumbling striker, if front liners are not scoring, you substitute them very quickly. Don’t waste your money, don’t waste your energy by investing in losers. We will defend our party and we will attack from Southern Province,” the President said.

He also told district commissioners who think they are civil servants first to “think again”.

“I am saying this because I have received reports of some individuals who think that being civil servants, they have nothing to do in the party. That is wrong because it is the party which appointed you. What you are expected to do is that you should deliver party programmes. You can only do so if you liaise with party officials. Provincial Administration, ensure that your DCS are liaising with the party those who are not aware of the party manifesto should find out what we promised to the people of Zambia,” the Head of State said.

PF deputy chairperson for Mobilisation Geoffrey Bwalya Mwamba has accused UPND leader Hakainde Hichilema of wanting to get into power only for personal benefit.

Mr Mwamba, who was recently appointed to the ruling party’s leadership position following his defection from the UPND where he was vice-president, has further said he is a very loyal person who will be loyal to President Edgar Lungu.

Speaking in Choma on Monday where President Lungu held a meeting with party offiicals, Mr Mwamba said Mr Hichilema never ate any food in his house.

“Me I ate food in his house, but he never drank water in my house; me, I drank water at is house. Is that a good leader? If I was at that level as the vice president, he couldn’t trust me with food then what about you?” he asked.

He said he was happy in the PF because he was sharing food with President Lungu even if he did not give him any money.

“I am sorry to say this; when I mean to be loyal,  I am very loyal President Edgar Lungu, I will be loyal to you. He has welcomed me, I feel like home. You are such a wonderful man. I will remain loyal to you, I will be always loyal to you  at all times and I don’t see anything  that will distract me this time,” he said.

Sinazongwe Residents Effect Citizen Arrest On Zesco Vandal

Irate residents of Sinazongwe’s Muzambalika area over the weekend apprehended one person while his associate managed to bolt as they tried to steal cables from a Zesco transformer in the area.
Zesco Public Relations officer Henry Kapata confirmed the incident, saying the two vandalized a 70mm × 4 core ×13m cable.
Mr. Kapata explained that in 2019, the electricity company has recorded 17 convictions with a minimum 10 years imprisonment,11 electric shocks and eight electrocutions as a result of vandalism.
A person can be sentenced to a long term imprisonment when found guilty of vandalising Zesco installations with a minimum 10 years and maximum jail term of 25 years.

Mansa Man Dies after Being Forced to Drink Poison

A 45-year-old man of Samfya District of Luapula Province has died after he was allegedly forced to drink a suspected poisonous liquid.

Lambeshi Mwewa of Twenti Village is alleged to have been forced to drink suspected doom pesticide after being accused of having bewitched his wife identified as Dorothy Bwalya.

Luapula Province Commissioner of Police Elias Chushi has explained that four suspects identified as Vincent Bwalya, 43, the deceased’s brother-in-law, Charles Kaindoke, 21, a male juvenile suspect aged 13 and Short Kaindoke, 24, allegedly tied the deceased’s hands and legs and forced him to drink a poisonous liquid until the victim died.

Chushi has disclosed that Police have since arrested three suspects, while the male juvenile has fled the village.

He said the body of the deceased is in the mortuary in Samfya and Police have launched a manhunt for the other suspect.

Meanwhile, a 26-year-old woman in Mansa has been electrocuted as she was removing her clothes from the wash line.

The victim has been identified as Annie Lukwesa.

“Initial Investigations revealed that the wash line was tied to the electrical wire fence on top of the neighbour’s wall fence,” Chushi stated.

The body of the deceased is in the mortuary at Samfya District Hospital.

5 Nabbed In Kitwe For Illegal Dumping Of Waste

The Kitwe City Council has apprehended five people found dumping waste illegally in Mulenga township.

Kitwe City Council Assistant Public Relations Manager Lidah Kamanga has confirmed and identified the arrested as Justina Chilufya, Martin Mulenga, Mercy Mwamba, Wilson Mulenga and another only identified as Sailas, all of Mulenga township.

Kamanga stated that the five were caught illegally dumping garbage along the Kitwe-Ndola highlands.

“The five were caught illegally dumping garbage along the Kitwe -Ndola highlands on Thursday night, 12th December, 2019 by a team of Public Health Inspectors as they conducted patrols within the area. They have since been charged with illegal dumping of waste. The council wishes to caution members of the public who are in the habit of throwing waste in undesignated areas to refrain from doing so as the law will soon catch up with them,” Kamanga stated.

“In addition, residents are urged to be alert and report to the Council anyone found dumping waste indiscriminately.”

Veep Tasks Govt Ministries To Work With ZNFU On Meat Imports

Vice-President Inonge Wina has directed the Ministry of Fisheries and Livestock, the Ministry of Agriculture and two other line ministries to work closely with the Zambia National Farmers Union, supermarket chain stores and other importers to develop a phased import substitution programme by the end of January 2020 to promote and grow not just the local meat industry but the whole economy.

She stressed that the plan should work for the Zambian people without losing the global and regional tenets of fair trade.

This followed ZNFU’s complaints about the issuance of import permits for meat and meat products as that risked killing the local livestock sector.

Ms Wina has disclosed that the joint plan of action will be tabled in Cabinet for consideration as a matter of urgency.

She has stated that embarking on such a programme would result in less demand for the dollar which in turn will strengthen the kwacha, taking other things into consideration.

“On the local front, concerted efforts must be made to continue building capacity among local farmers and processors to meet the quality and volumes demanded by chain stores. On the other hand, chain stores must adhere to their commitments to support and grow the local economy as part of their investment pledges,” Ms Wina said in a statement issued by the Permanent Secretary for administration in the Office of the Vice-President Stephen Mwansa.

The other two ministries which have received the directive are commerce, trade and industry and foreign affairs.

Ms Wina has however expressed concern at the reports of impending exports of wheat and wheat products.

She said the said export  has potential to increase prices of products such as wheat flour, bread and other bakery products as well as wheat bran which the feedstock sub-sector depends on to support growth of the livestock industry.

The Vice-President said government will take all necessary measures to ensure price stability and access to affordable products in the short, medium and long term which she claimed will remain in force until such time when conditions are favourable for exports to take place.

She has further called for cooperation among all stakeholders so that interest groups, including consumers, benefit for the good of the country.
