Mambilima Appeals Tribunal Board to Embrace Speedy Disposal of Cases

Chief Justice Irene Mambilima has called on the five newly sworn-in members of the Lusaka Province Planning Appeals Tribunal to ensure speedy adjudication of planning disputes.

Speaking during the swearing-in ceremony in Lusaka, justice Mambilima said the tribunal should ensure that justice on planning disputes is delivered at the local level in the shortest time possible.

She said Lusaka Province is experiencing a number of challenges in land development such as illegal land subdivisions and development and illegal change of land use.

Justice Mambilima further urged the tribunal to familiarize themselves with the provisions of urban and regional planning Act Sections 62 and 63 to ensure effective decision making.

And Local Government Minister Charles Banda urged the members of tribunal to start working immediately and dedicate their time towards the operations of the appeals tribunal and ensure speedy hearing and determination of appeals.

Dr Banda said his ministry would remain open for any consultations and will support the operations for people to be served diligently.

Those sworn in include Milner Katolo as president and his vice Muhau Wina while Peter Nsombo, Wilma Nchito and Joseph Zulu will serve as members.

Musenge Demands Apology From Kambwili

Mwenye Musenge has demanded an apology from embattled former Roan member of parliament Chishimba Kambwili following de-registeration of the National Democratic Congress Party (NDC).

Musenge, who was Secretary General of the defunct opposition party at the time of registration, charged that Kambwili’s careless statements led to the de-registeration of the party.

He has further indicated that as the recognized Secretary General of the Party, he has written to the Ministry of Home Affairs to reconsider its decision to de-register the party.

Musenge said the National Democratic Congress was formed on a premise to offer Zambians an option in an election but that selfishness among those the party had invited led to its misfortunes.

And Musenge has challenged Kambwili to abandon his plans of fighting for the de-registered political party and form his own where he will be practicing his ideologies.

He maintained that Kambwili did not mean well immediately after he was brought on board to lead the party.

Kitwe Council Seeks Help for Engineered Dump Site

The Kitwe City Council has called for support in setting up an engineered dump site to extract bio gas from solid waste.

Kitwe Mayor Christopher Kang’ombe made the call when Trade and Economic Advisor from the Finnish Embassy in Lusaka Marko Heikkilä paid a courtesy call on him at the Civic Centre.

Kang’ombe said the local authority is seeking partnership for an engineered dumpsite on its 20-hectare site in Ichimpe for the local authority to effectively mitigate solid waste management challenges.

He explained that the council currently has no engineered landfill, hence the challenge of separating waste needed in extracting bio-gas as only bio-degradable waste was required.

Kang’ombe has since called on the Finnish government to partner with the local authority in setting up an engineered dumpsite.

“Besides our plan to set up an engineered land fill, Kitwe has varying investment opportunities yearning for investor exploration. To this end, we have set aside 75 hectares of land in Kafue Park purely for investment. Kitwe is centrally located on the Copperbelt Province and this advantageous location is suitable for business opportunities,’’ he stated.

Meanwhile, Acting Director of Public Health Fred Nkonde revealed that the bio gas extractor was initially intended for the closed Uchi dumpsite as it is located in a mining zone.

Nkonde stated that waste disposal is not categorized due to lack of resources.

In 2018, the Council created a new dumpsite in Ichimpe with plans of having it modernised.

Heikkilä was in Kitwe to monitor the utilization of the biogas extractor which the Finnish Embassy donated to Kitwe City Council in 2017.

Chipolopolo stars Enock Mwepu and Patson Daka have been drawn against defending UEFA Champions League kings Liverpool in the 2019/2020 edition of Europe’s premium competition.

The duo’s Austrian Bundesliga side outfit Red bull Salzburg has been drawn in Group E alongside Liverpool, Napoli and Belgian side Genk.

Mwepu and Daka are in line to make Champions League Group stage debuts on September 17on match day one.

Kambole to Lead Chipolopolo Attack against South Africa

Chipolopolo stand-in coach Aggrey Chiyangi has named nine foreign based players for the September 7 international friendly match against South Africa slated for National Heroes Stadium.

Skipper Kabaso Chongo of TP Mazembe leads the foreign legion that has club mate Tandi Mwape and the Orlando Pirates duo of Augustine Mulenga and Justin Shonga.

The rest are Mwape Musonda, Donashano Malama (both Black Leopards), Salulani Phiri (Polokwane City),   Clatous Chama (Simba) and Lazarous Kambole (Kaizer Chiefs).

Chiyangi has roped a host of local stars from his CHAN squad.

Zambia will host South Africa in an international friendly next Saturday with South Africa who have named a full strength squad for the engagement.

Sunday Chanda Disagrees With MCC Mbewe On IG

PF Media Director Sunday Chanda has said the call by the party’s Member of the Central Committee Kebby Mbewe for Inspector General of Police Kakoma Kanganja to resign does not reflect the position of the ruling party.

Mr Mbewe has been quoted in one of the daily tabloids calling for the resignation of Kanganja.

However, Mr Chanda said remarks by Mr Mbewe are inaccurate in relation to party policy because the PF neither interferes nor directs State institutions and presidential appointees.

He stated that the party’s position is to support those appointed by the President.

“Ours is to remain supportive of all those appointed to Office by His

Excellency President Edgar Chagwa Lungu, including the Inspector

General of Police Mr. Kakoma Kanganja,” Chanda stated.

“Further, we wish to state that it is not for the Party to direct how the Police conducts its operations. We have no power whatsoever to direct granting or denial of Police bonds no matter the emotiveness of a matter.”

 

He further stated that the party has a duty to safeguard the sanctity of the country’s fountain of justice now and in the future.

 

“PF is always mindful that it has been entrusted with administering the affairs of this nation – a nation of laws and not of men… Lastly, we wish to restate that only the Party President, Vice President and Secretary General are allowed to directly speak to the media. All other Party officials are required to clear their statements with the Secretary General’s Office at all times. This is important in attaining message discipline and not bringing the party into unnecessary controversy,” stated Chanda.

Sean Tembo Condemns Kambwili’s Arrest

PeP president Sean Tembo says there is no sound legal basis on which leader of the defunct NDC, Chishimba Kambwili, should be detained.

Tembo said this after his visit to  Kambwili who is detained at Lusaka Central Police station on charges of defamation of the Republican President.

“Our position on this matter is that there is no sound legal basis on which President Kambwili should be detained,” Tembo said.

Additionally, the PeP leader says Kambwili’s continued incarceration without being taken to court and being denied police bond constitutes extrajudicial punishment and must not be allowed in a Constitutional Republic such as Zambia.

Tembo said he has further come across information that there is a ploy by the authorities to keep Kambwili in detention without being taken to court or being given police bond until next week, which he has described as “totally unacceptable and must be condemned by all well meaning citizens”.

The former Roan Parliamentarian was arrested on Wednesday  at Lusaka Central Police Station and charged with defamation of the President of Zambia Edgar Lungu.

The suspect is alleged to have insulted the head of state in a video which went viral on social media.

Kambwili was arrested in accordance with Section 69 of the Penal Code chapter 87 of the Laws of Zambia.

ZNFU Commends Govt For Maintaining Policy On Maize Marketing

The Zambia National Farmers  Union  (ZNFU) has thanked the government for maintaining policy on maize and mealie meal marketing and pricing.

Union president Jervis Zimba has since thanked President Edgar Lungu for intervening and re-stating unequivocally the government’s policy on maize and mealie meal business operations in the country.

“Farmers are very happy with Government in that that maize business from farm level and throughout the value chain is set to continue to operate undisturbed and rewarded appropriately.

This should go a long way in restoring confidence in all the players and farmers can continue selling as the crop marketing continues and begin to plan in all earnest for the upcoming farming season,” Zimba stated .

He made an assurance to  government that farmers will always respond and grow maize with the right incentives in place.

According to Zimba, a commitment  is already in place by farmers to grow early maize  if government provides the appropriate policy framework and guarantees off-take arrangements locally or through exports.

He disclosed that farmers are also excited at the possibility of formalizing exports of maize and mealie meal into the Democratic Republic of Congo (DRC) as this will pave way for favourable expansion of maize growing in this country.

“Truth be told, all farmers in this country, whether small, emergent or large scale, can grow maize, but the limiting factor has always been lacking access to larger markets to ensure that maize is grown profitably to mitigate against collapse of prices. Therefore, my message to maize producers in the country as you sell and plan for the next season is; take heed of climate change because it is real and follow good farming practices, for example buy inputs in good time, plant certified seed, plant on time and adhere to good management practices,” Zimba stated.

He stated that the Union will collaborate with other stakeholders and government to find ways of making mealie meal affordable.

“Part of the measures should focus on how the cost of producing the main raw material, which is maize can be reduced, followed by lowering the cost of doing business in the country. If these costs drop, the drop in mealie meal prices will follow automatically,” stated Zimba.

1,000 Bwana Mkubwa Households To Get Piped Water

About 1,000 households in Ndola’s Bwana Mkubwa Constituency are expected to be connected to piped water under the Kafulafuta Water Dam project extension, area Member of Parliament Dr Jonas Chanda has disclosed.

Dr Chanda said under the project, unserviced areas such as Mushili hillside, Jacaranda Villa and Ndeke overspill will be given first priority to allow over 16, 000 people have access to clean drinking water.

He also said the project will see old pipes in serviced areas being replaced with new ones, adding that Kafubu Water and Sewerage Company has already started putting up water kiosks as a temporary measure before the main project is completed.

Dr Chanda said he is aware of the water challenges people in his constituency are faced with, further adding that the problem will soon be resolved once the $450 million Kafulafuta water project is completed next year.

The member of parliament  said the contractor, China National Complete Engineering, has made progress to ensure that the multi- million dam is completed on time so that people start  benefiting from it.

Chifubu MP To Appear In Court On Monday For Assaulting Wife

Chifubu Member of Parliament (MP) Frank Ng’ambi is on Monday, September 2, 2019, scheduled to appear before the Ndola High Court in a case he is charged with assault on his wife.

The Parliamentarian is expected to appear for plea and possible commencement of trial.

Ndola High Court Judge Yvonne Chembe is expected to preside over the case.

In July 2019, the Ndola Magistrate Court committed the case to the Ndola High Court for the commencement of trial.

It is alleged that on June 7, 2019, Ng’ambi, whilst acting with intent, assaulted his wife Agness, causing her grievous bodily harm.

Criminals Murder Ndola Guard

A 69-year-old security officer has allegedly been murdered in Twapia Township in Ndola on the Copperbelt by suspected armed criminals.

Bernard Mpundu died after he was slashed with a machete when the suspected criminals attempted to rob the shop he was guarding in the early hours of Thursday.

Copperbelt Commissioner of Police Charity Katanga who confirmed the incident said the deceased had attempted to challenge the suspected criminals who managed to overpower him in the process.

She said the deceased was found with a deep cut on the head and his left arm while the suspected criminals escaped without stealing anything from the shop.

Katanga said the body of the deceased was dumped just behind the shop belonging to Mr Elias Mwila.

She stated that police have since launched a manhunt to bring to book the alleged suspected criminals.

The body of the deceased has since been deposited in Ndola Teaching Hospital Mortuary awaiting postmortem.

Govt to Employ Over 4,500 New Teachers

Cabinet has approved 4,592 teacher positions and 1,640 supporting staff for 82 schools being constructed by government countrywide under the Zambia Education Enhancement Project (ZEEP) financed by the World Bank.

General Education Minister David Mabumba has said the Ministry has so far requested for Treasury authority so that the recruitment of the teachers can be done for schools to start operating.

Mr Mabumba has reaffirmed government’s commitment to delivering quality education for the people of Zambia regardless of their political affiliation.

He said this when he toured Maubi Secondary in Mbabala constituency of Choma District after touring other ZEEP schools in Mazabuka, Monze and Namwala before proceeding to Kalomo and Zimba.

In a statement, Company Public Relations Manager Nerbert Mulenga stated that the cessation of operations at Mindola North Shaft has been necessitated by the shaft’s expiry of its economic life.

Kambwili Finally Released on Bail

Leader of the defunct NDC party Chishimba Kambwili has finally been released after having met bail conditions.

Kambwili had been taken to Kamwala Remand Prison after his court appearance on a charge of defamation of the President.

The former Roan Member of Parliament pleaded not guilty to one count of defamation of the Republican President contrary to Section 69 of the Penal Code of the Laws of Zambia.

Kambwili, who is alleged to have insulted President Edgar Lungu in a video that went viral on social media, has denied the charges when he appeared before Chief Resident Magistrate Lameck Mwale .

Kambwili was granted bail in the sum of K52,000 in his own recognizance with two working sureties.

This followed an application for bail pending trial by his lawyers  Christopher Mundia, Gilbert  Phiri, Keith Mweemba and Clement Andeleki.

Kambwili had been in police custody since Wednesday.

The matter will come up for mention on September 13 next month and trial in this matter has been set for September 30, 2019.

Meanwhile, the matter in which Kambwili is facing 34 counts of being in possession of property suspected to be proceeds of crime and other charges has been adjourned September 6.

 

NDC members led by party vice-president Josephs Akafumba and others were at court to offer solidarity to Kambwili.

Mwakalombe Calls for Lower Mealie Meal Prices

Copperbelt Minister Japhen Mwakalombe has mealie meal should be sold at a reasonable price of around K110 per 25 kilogramme bag.

Speaking when he visited Star Milling in Ndola to check on the prices of the commodity, Mr Mwakalombe said all milling companies must sell their commodity within the agreed price.

When Star Milling Limited Dispatch Manager Bright Chilufya told Mwakalombe that the plant was connected to a domestic line instead of an industrial one, meaning they are heavily affected by load shedding, the minister promised to raise the issue with Zesco and ensure the plant was removed from the current line.

Mwakalombe said the province could not afford to have an industry that failed to operate due to lack of electricity but expressed happiness that Star Milling company was selling its mealie meal at K110.

He further reminded Copperbelt residents and business people that smuggling was not allowed.

“Some people are smuggling flour and saying that the ban is only for mealie meal. But I would like to make it clear that it is not only for mealy meal but for all products leaving the country illegally,” said Mwakalombe who later toured Pick N’ Pay outlet at Jacaranda Mall in Ndola where he found a 25 kilogramme bag of breakfast mealie meal being sold at K137.

Siame Wins Gold at All Africa Games

Zambian sprinter Sydney Siame has won gold in the 200 metres of the on-going All Africa Games in Morocco.

Siame came tops with 20.34 seconds time with his closest rival Divine Oduduru posting a 20.54 seconds time.

Siame has added to his 2014 Youth Olympic gold medal that he reaped.

The Zambia police officer has shone brightest in the Zambian contingent with chess player Lorita Mwango minting silver.

Fawaz Welcomes Election of Niang as FIBA Head

Former Mali sports minister Hamane Niang has been elected head of the International Basketball Federation at the World Congress held in Beijing, China.

He becomes the second African in the organization’s history to head the global basketball body, after Senegalese Abdoulaye Seye Moreau who held office from 1998 to 2002.

Mr Niang, who until June this year was FIBA Africa president and also served as president of Mali’s national basketball governing body, takes over from Argentinian Horacio Muratore.

Commenting on Niang’s elections, Zambia Basketball Federation president Shawki Fawaz, who attended the congress, described the development as “a big plus for Africa and also for Zambia” considering that Mozambican Anibal Manave became head of African basketball at the FIBA Africa congress held in Mali two months ago.

“To be closely linked to two persons at the helm of decision making in world basketball is a huge advantage for Zambian basketball for we expect positive attention to our developmental needs,” said Mr Fawaz.

The Zambian basketball chief who had an opportunity to confer with Mr Niang received counsel from the newly elected world basketball president.

Mr Niang advised Mr Fawaz to focus on youth development programmes and three on three basketball which will make a first time appearance at the Summer Olympics programme to be held in Tokyo next year.

“Zambian basketball has great potential but I advise you, Mr President, to focus on the youth and more so three on three basketball where you have better chances to make it to the global stage,” said Mr Niang.

The 67-year-old Niang has a distinguished record of public service, having worked as deputy director of credit at the Mali Development Bank between 1981 and 1989 before being appointed assistant in the cabinet of the Ministry of Finance and Commerce.

He was later appointed Minister of Youth and Sports in the government of Modibo Sidibé while in  2011, he was appointed Minister of Culture in the government of Cissé Mariam Kaïdama Sidibé

Since 1999, he served as president of the Malian Basketball Federation before ascending  to the FIBA Africa presidency from 2014-2019, during which he served as vice-president of FIBA Africa.

Delegates from 156 national federations attending the 21st FIBA Congress in China elected Mr Niang and new members to the Central Bureau for the period 2019-2023.

Shepolopolo Target Limping Warriors

The Zambia Women National Team will seek to finish off ‘Mighty’ Warriors of Zimbabwe when the two sides meet this afternoon at National Sports Stadium in Harare in the second leg of the Tokyo 2020 Olympic qualifier.

Zambia defeated Zimbabwe 5-0 in the first leg and will be in a strong position to wind up the tie.

Coach Bruce Mwape and his technical bench has picked up from their good run at the 2019 Cosafa championship where they picked up a runners up medal.

Mwape will be banking on his prolific frontline that comprises two foreign based players in Misozi ‘CR7’ Zulu and Rachael Kundananji who campaign in the UEFA Champions League with BIIK Kazygurt.

The attack also benefits largely from the silky skills of the diminutive Mary Mwakapila and the set-piece savvy Grace Chanda.

Hazel Nali will take her spot in the goal with Vast Phiri and Anita Mulenga taking their places at the heart of defence.

The wingback positions will be taken up by the ever-colourful Margaret Belemu and Martha Tembo with the Rhodah Chileshe mopping up in midfield.

Mwape has also the luxury of the goal scoring machine in Rachael Nachula and 2019 Cosafa Player of the Tournament Hellen Mubanga.

However Zambia should be wary of the threat posed by Zimbabwe who will be playing before their home fans.

Skipper Talent Mandaza should be policed to ensure that they thwart the threat of the hosts.

Winner over two legs will face either South Africa or Botswana.

South Africa and Botswana drew 0-0 in the first leg in Gaborone.

Kickoff is at 15:00 hours.

Luanshya Small Scale Farmers to Supply Produce To Pick N Pay

Luanshya Mayor Nathan Chanda has clinched a deal for small scale farmers in the district to begin supplying their farm produce to Pick N Pay Zambia.

Speaking after Pick N Pay Zambia Managing Director Lucus Houben paid a courtesy call on Copperbelt Minister Japhen Mwakalombe, Chanda said the deal will enable small scale farmers improve their livelihoods through farming.

He said the deal has come after several engagements with Pick N Pay, adding that the chain store has responded positively to the request of helping farmers find markets for their farm produce.

He said youths, widows and others engaged in farming through cooperatives in Luanshya district will make great deals with the chain store.

Chanda said the deal is coming at the time government is calling for diversification to other economic sectors away from mining, which has been the country’s economic growth pillar.

“This gesture has come at the right time when the government is talking about diversification. We are going to work hand in hand to create an environment for the farmers to grow and supply to Pick N Pay. To the farmers in Luanshya, let us work through the cooperatives and those that do not belong to any, please form cooperatives so that we are empowered through this business,” Chanda said.

And Houben said his desire is to make affordable prices of essential commodities.

“We want to make our prices very affordable. The future of us is very exciting here on the Copperbelt. We are looking for ways to expand our outlets. Our future is bright. We want to ensure that local farmers products, we get even from the backyard gardens,” he said.

“This is a programme for Luanshya and we will start buying local products such as tomatoes from farmers. The Mayor will engage them so that they can supply to Pick N Pay.”
