No Lifestyle Audit for Senior Govt Officials, says Wina

Vice-President Inonge Wina has said it is not possible to have lifestyle audits of senior government officials because they declare their assets before taking office.

Vice-President Wina said this in Parliament yesterday during the question for oral answer session.

This was in response to a question from Chimwemwe member of parliament Mwila Mutale  who wanted to know government’s position on the lifestyle audits that had been proposed lately and had received support from some PF members.

However, in response, the Vice-President said it was impossible to take such an exercise unless all the people in the country are subjected to it.

“Members of Parliament make declarations before they even sit in Parliament…I don’t think there is need for the audit to take place because we cannot only audit the ministers and some people as some people try to portray unless we audit all the people in the country which is not possible,” said Vice-President Wina.

Man Hacks Ex-wife to Death

Police in Kazungula District are looking for a man identified as Oliver Malambo aged between 28 and 29 for hacking his ex-wife to death.

Police officers who visited the scene of the crime found the deceased’s body lying outside the house and had deep cuts on the neck and on the left side of the head near the left ear, police spokesperson Esther Katongo has stated.

“The Murder occurred on 19th June, 2019 at about midnight at Kakungu area, Chief Musokotwane in Kazungula District. The report was received from Joseph Malimba aged 26 years of the above address who reported that his girlfriend identified as Melinda Mutemwa aged 24 years of Mwiinga Village, Chief Musokotwane was murdered by her former husband, Oliver Malambo, of Chabowa Village using an axe,” Katongo stated.

The body of the deceased is in Batoka Hospital mortuary awaiting postmortem.

A manhunt for the suspect has been launched as the accused person  ran away  after committing the offense, the police say.

“We urge members of the public with information on the whereabouts of the suspect to report to any nearest Police Station,” Katongo stated.

Meanwhile, a person died in an accident which occurred on Thursday, June 20, 2019, at 15:30 hours at Mayadi Compound along Ilondola road in Chinsali.

“Involved was Mutale Pascal Katongo aged 22 years of Ilondola village in Chinsali District who was cycling a bicycle carrying a passenger  from south to north direction.  The accident happened when the cyclist failed to negotiate a curve after a brake system failure and in the process fell in the drainage, causing the said cyclist, Mutale Pascal Katongo, to sustain swollen head, bleeding from the nose and died on the spot,” Katongo stated.

The passenger, Hellen Chipampe Mulenga, aged 20, also of Ilondola village, sustained general body pains and was treated and discharged from Chinsali General Hospital.

Chipata Man Shot Dead by Armed Robbers

A man has been shot dead while two others were stabbed by five armed robbers who attacked a business center at Kapata Market in Chipata on Wednesday.

Eastern Province Police Commissioner Luckson Sakala told journalists that the robbers got away with over K80, 000 during the robbery which happened around 20:00 hours at a shop called Mr. Phone.

He said one of the victims, Daniel Phiri aged 27 of Mthilansembe

compound, who was shot with a suspected AK 47 rifle in the chest died on the way to the hospital.

Sakala said the victim, a businessperson, was shot when he had gone to look for change at the shop where the attack took place.

He said two workers at Mr. Phone’s shop were rushed to Chipatam Central hospital after being stabbed with a knife and that one was treated and discharged while the other is still admitted.

He has named the two workers who were stabbed as Daniel Jere aged 23 of Sido Compound and Joseph Daka, 29 of Umodzi compound.

Sakala said the exact amount of money that was stolen is not yet confirmed but that the owner of the shop had estimated an amount of not less than K80,000.

The Police Commissioner has called on members of the public with information leading to the whereabouts of the robbers to report to the police.

Meanwhile, police in Chipata have started foot patrols starting from 21:00 hours to ensure safety in the city, Sakala said.

Egypt Beat Zimbabwe in AFCON Opener

Hosts Egypt made the ideal start to the Africa Cup of Nations by beating Zimbabwe in the opening game of the tournament in Cairo.

Mahmoud Trezeguet scored the only goal of the game with a curled finished just before half time.

Liverpool forward Mo Salah came close to doubling his side’s lead in the second half but his low drive was kept out by Zimbabwe keeper Edmore Sibanda.

Ovidy Karuru had Zimbabwe’s best chance with a 30-yard strike late on.

This year’s tournament is the biggest Africa Cup of Nations ever with 24 teams, and the first to be played in Europe’s summer.

It got off to a spectacular start, with the fans inside the 75,000 capacity Cairo International Stadium treated to an eye-catching opening ceremony that featured giant pyramids on the pitch, elegant dancers forming the shape of a pharaoh’s face and culminating in a huge fireworks display.

But the game itself failed to match that level of sparkle, with Egypt dominating for large periods without troubling Sibanda in the Zimbabwe goal often.

Salah was a lively presence in the first half but put a number of efforts wide of goal and while he did manage to get one shot on target before the interval it was a routine save for Sibanda.

Just as Zimbabwe were enjoying their best spell of half, Egypt took the lead. A neat one-two allowed Trezeguet to break into the box before cutting inside his marker and then despatching a clinical effort into the far corner.

From then on Egypt were comfortable rather than dominant.

Salah forced a decent save out of Sibanda midway through the second half after being picked out by Trezeguet’s defence-splitting pass.

The Liverpool man then raced through just before full time but was this time denied by substitute goalkeeper Elvis Chipezeze, who had come on for the injured Sibanda with 10 minutes to go.

The win puts Egypt top of Group A, which also contains DR Congo and Uganda. Those two sides face each other on Saturday at the same ground.

Zesco Thump Zanaco to Lift ABSA Cup

Zesco United has lifted the inaugural ABSA Cup after defeating 10-man Zanaco 4-1 at the Levy Mwanawasa Stadium.

With Republican President Edgar Lungu watching the motivation was higher for both sides but it was Zesco United who triumphed with goals from Jesse Were, Winstone Kalengo, Lazarous Kambole and John Ching’andu while Zanaco got their consolation through Ernest Mbewe.

Kaizer Chiefs bound Kambole was given a befitting send-off by being accorded the honour to lift the trophy.

Zesco United have an opportunity to lift defend the FAZ/MTN Super League crown on Saturday when they face Green Eagles at National Heroes Stadium.

 

The Ndola side swept all the individual awards with Kambole named man of the match while Were walked away as the player of the tournament.

Coach George Lwandamina lifted the coach of the tournament accolade.

DEC, Immigration and Police Nab 113 in Chibolya

The Zambia Police, Drug Enforcement Commission (DEC) and the Department of Immigration have apprehended 113 suspects during a joint operation conducted in Chibolya Compound in Lusaka.

The joint operation dubbed Operation Chalo began late on Friday and ended this morning aimed at disrupting illegal activities in Chibolya.

This followed numerous complaints from members of the public.

Similar operations have been conducted countrywide.

“Out of the one hundred and thirteen (113) persons apprehended, fifty-three (53) were for immigration related offences, thirty-three (33) for drug related offences, while twenty-seven (27) were for general crimes such as being found in possession of suspected stolen property. The majority of those nabbed for immigration related offences did not produce documents to prove their legal immigration status in Zambia at the time of the operation. Screening to ascertain their immigration status in Zambia continues. A significant amount of different psychotropic and other banned substances were found, including cannabis, suspected cocaine, boxes of Benylin codeine and instruments used to administer drugs. The exact weight, purity and value of the psychotropic substances will be determined following further forensic testing,” the three institutions stated in a joint statement issued at the end of the operation.

“This operation is a fitting example of inter-agency collaboration in disrupting criminal activities and networks. We wish to commend the officers from all the three security wings under the Ministry of Home Affairs for working hard in this joint operation to achieve this result and counter these criminal activities in our city. The arrests should serve as a warning to would be offenders. They should know that our security departments will not relent in doing everything possible to maintain internal security. These operations and remain ongoing and further arrests have not been ruled out. Further, the outcomes from operations from other parts of the country will be given once compiled.”

Chifubu MP Faces Re-arrest for Serious Charge

Chifubu PF member of parliament Frank Ng’ambi is facing re-arrest following instructions from the office of the Director of Public Prosecutions that he be charged with a more serious offense and not assault.

Ng’ambi was arrested and charged with assault occasioning actual bodily harm of his second wife, Agness, but the court discharged him after the state entered a nolle prosequi in the matter.

The DPP has, however, instructed that Ng’ambi be re-arrested to face a stiffer charge following the review of evidence submitted on the matter.

Chief state advocate Nkumbiza Mumba state that after perusal of the record, it was established that the charge slapped on Ng’ambi earlier did not match with evidence on the docket and “neither did it show the impact of the case”.

“Instructions were given on the same day [the nolle prosequi was entered] for the police…to re-arrest the accused person…”Mumba stated.

“The onus is now on the police to effect the arrest in the shortest possible time so that the office may take up the matter for prosecution. The office of the DPP has constantly been updating the victim and her family on steps that have been taken in the matter.”

Lungu says he Wants to be addressed as ‘Mr Lungu’ Despite Doctorate Honour

President Edgar Lungu says he would not want to be called doctor despite the University of Zambia announcing that it will confer an honorary doctorate on him.

President Lungu said that he did not seek titles as he was just a simple person who never sought to be viewed as the source of knowledge.

The Head of State said that had he wanted to venture into academia he would have been a professor as his academic credentials in his university days were top notch.

“Firstly, I am not a Doctor. I do not have a doctorate and I do not wish to be called Dr. Edgar Lungu. There is so much talk about the doctorate to be conferred on me by the University of Zambia which I am greatly humbled with,” he said at the Simon Mwansa Kapwepwe International Airport today.

President Lungu said he did not need a doctorate to confirm his academic credentials.

“But, let me tell you – in class I was one of the best students and if I wanted to venture into the academia world, I would have been a professor by now. But I chose to pursue the political life and practice of the law,” he said.

“Those who think I do not deserve to be honoured by the University of Zambia, well, that is politics and I will not respond to that.”

“And even if I am conferred by the institution, I wouldn’t really want to be called Dr. Lungu, I still want to remain simple Lungu.”

The University of Zambia will confer an honorary doctorate on President Lungu next Friday alongside Zimbabwe president Emmerson Mnangagwa who is a former student at the Great East Road campus.

According to UNZA Senate, President Lungu will be honoured for appointing Zambia’s first female vice president, Inonge wina and for his role in the enactment of the 2016 constitution among other attributes.

Malawi Rocked by Angry Protests over Disputed Elections

Police said shops had been ransacked and two police officers injured by protesters throwing rocks in Lilongwe.

The leader of Malawi’s United Transformation Movement (UTM), Saulos Chilima, said protests that rocked the country on Thursday are just “warm-ups”, vowing that there will be more unless Malawi Electoral Commission (MEC) chairperson Jane Ansah steps down, Maravi Post reports.

This follows police and protesters clashing in three cities in Malawi on Thursday during countrywide demonstrations over the disputed result of last month’s presidential election.

In the biggest rallies since the vote count was announced, police used teargas to disperse protesters who tore down billboards of re-elected President Peter Mutharika.

Thousands of protesters gathered in the capital Lilongwe, in the commercial centre Blantyre and in the third city of Mzuzu at protests that called for the head of the Malawi Electoral Commission to resign.

In Blantyre, marchers were stopped by police using tear gas as they approached the commission’s headquarters, according to AFP reporters.

In Lilongwe, protestors included opposition leaders Lazarus Chakwera of the Malawi Congress Party (MCP) as well as Chilima.

“Malawians are very angry with the manner in which the management of the election results were conducted and we want everyone involved in the injustice to resign and get out,” Chakwera said.

Chakwera alleges he was robbed of victory in the May 21 ballot, which an official count showed he lost by just 159,000 votes.

Police said shops had been ransacked and two police officers injured by protesters throwing rocks in Lilongwe.

“We continue to deploy police officers both on foot and vehicle patrols, in all strategic places in towns, cities and rural areas,” police said in a statement.

The election was marred by allegations of fraud, including that many results sheets were altered using correction fluid.

The two main opposition parties have challenged the vote outcome in court, with judges due to rule on Friday on whether or not to dismiss the case, as requested by Mutharika.

“A significant section of Malawi society is disgruntled and does not want the current government. It’s a divided country,” Malawian political scientist Michael Jana, who teaches at the University of Witwatersrand, told AFP.

On Wednesday, protesters blocked the main route into Lilongwe as Mutharika was due to arrive from Blantyre, forcing him to use another road.

Ethiopia Army Chief Shot Dead in ‘Coup Bid’ Attacks

The chief of staff of the Ethiopian army, Gen Seare Mekonnen, has been shot dead by his own bodyguard in the capital, Addis Ababa.

He and another officer died trying to prevent a coup attempt against the administration in Ethiopia’s northern Amhara region, PM Abiy Ahmed said.

In Amhara itself, regional governor Ambachew Mekonnen was killed along with an adviser.

The government says the situation is under control after arrests were made.

The prime minister has gone on TV to urge Ethiopians to unite in the face of “evil” forces set on dividing the country.

The US state department has warned its staff in Addis Ababa to stay inside.

Ethnic violence has hit Amhara and other parts of Ethiopia in recent years.

Since his election last year, Mr Abiy has moved to end political repression by releasing political prisoners, removing bans on political parties and prosecuting officials accused of human rights abuses.

Africa’s oldest independent country, Ethiopia is also the continent’s second most populous (after Nigeria), with 102.5 million inhabitants from more than 80 different ethnic groups.

A transfer hub for long-haul air travel, it has one of the fastest-growing economies in the world, but a vast number of young Ethiopians are without work.

What do we know about the attacks?

Gen Seare was killed on Saturday evening at his residence along with another general, Gezai Abera, by the bodyguard who is now in custody, the prime minister’s press office says.

The government says it has reason to think the attack was linked to the assassination of the governor of Amhara a few hours earlier in the region’s capital, Bahir Dar.

Ambachew was killed at a meeting in his office along with his senior adviser, Ezez Wasie, while the region’s attorney general was wounded.

Lake Ayalew has now been appointed as the region’s acting governor.

The prime minister’s office accused Amhara’s regional security chief, Brig-Gen Asaminew Tsige, of plotting the coup attempt. It is unclear whether he has been arrested.

Many of those involved in the coup attempt are under arrest and operations are in progress to detain others, the PM’s press office said.

“The coup attempt in Amhara regional state is against the constitution and is intended to scupper the hard-won peace of the region,” it added.

“This illegal attempt should be condemned by all Ethiopians and the federal government has full capacity to overpower this armed group.”

OPINION: Patriotism (Love And Duty To The Country) Is An Inescapable And Compelling Moral Imperative For All Citizens

A country may be characterized or defined by a diversity of physical features such as mountains, rivers and peculiarities. All told, what constitutes a country is a community of people, homogenous or heterogeneous, who inhabit the territorial space or land.

Thus inevitably, Zambia is a summation of each and every individual and our rather composite social relationships. Herein lies a spectrum and proliferation of issues of gravity such as our individual rights which per force must be matched by duties, obligations and responsibilities. A mismatch between our rights and duties induces a disproportionality which is not cost neutral for our beloved country.

In recent times, Zambia has very regrettably witnessed acts which are a disservice to the country when some citizens have painted blatantly adverse images of our country. In the past, it was unheard of for Zambians in the Diaspora to campaign against their country, whatever political differences that existed in our midst in the country. There is an absolute and urgent need for all of us to close our ranks and get our country to meaningfully move forward. Despite the undeniable reasonably robust development endeavours of the Patriotic Front (PF) administration, Zambia, like the rest of Africa, is at scandalously low ebb of development.

The entire sub-Saharan Africa, with over one billion people, has a gross national income that is less than France or the United Kingdom (just about $3 trillion). The continent’s two biggest economies, South Africa and Nigeria, have a combined GDP that is scarcely bigger than that of the Netherlands – a country of 41,000 square kilometers in size and a population of 17 million people.

Some critical issues are at the core and underlie Africa’s retardation. Key among the issues is appalling governance and sentiment and emotion driven decisions which naturally have zero or very little rationality content. The continent has, since liberation from colonialism, put a caveat on intellect and frowned upon depth in thinking and meritocracy – in the process generalising and institutionalising mediocrity. In sociological terms, this is partly because we are transitioning from ascriptive societies (hierarchy-based) to modern achievement based societies.

Post colonial Africa embraced the one-party systems which had their own immutable internal logic, namely indivisibility of power reposed in individuals or fragile personalised institutions. The logical sequel of this system is the “privatisation” of the state. In most of the countries, if not in all, no steps have been taken to foster improvements in governance and unleash the energies of the citizens for more concerted efforts to banish the poverty that engulfs more than 50% of the populations.

My admonition to all Zambians is that we have had enough of the blame game and daily screams of obscenities at each other. It is time to pull our very meagre intellectual resources to make Zambia a model country. The global economy is once again palpably slowing down and the headwinds of deceleration look quite gloomy and ominous. Like most of the continent, we are still unhealthily commodity dependent. The dip in commodities can take a downward spiralling at the whims and caprices of a few individual actors on the global stage such as the trump induced trade wars.

The opposition parties and the free (cum opposition) media which in a way try to check the excesses of government misdirect their efforts by concentrating on the Republican and Patriotic Front leader, Mr. Edgar Lungu, with a misperception that they can bring him down. Mr. Lungu’s approval ratings in the PF is high and PF feel that the inroads the party is making in provinces where the party’s showing was weak in the past is essentially on account of those provinces’ perception of Mr. Lungu’s affability, humility and a spirit of fellowship. The ingrained diehard segments in opposition should also realise that it is not easy to wish away the numerous development projects going on throughout the country which has not been the case in the past.

A more credible opposition would have undressed the many flaws in the constitution because governance does impinge positively or negatively in the direction or impact of development. The present electoral system entails that parliamentary and Presidential candidates have to marshal large amounts of financial resources to dish out to the voters or leaders of opinion and influence. Isn’t this the genesis and recipe for corruption? It is also a requirement of the law which government cannot circumvent that when a vacancy occurs at the level of parliamentary or local government seat, a by-election is held within 90 days. The cost of by-elections is becoming increasingly unsustainable. It is a good thing for the country to scrupulously fulfil the requirements of the constitution but when health institutions go without drugs, a gloss over morality is difficult to justify.

Other veritable electoral options such as proportional representation merit consideration. With the system of lists, by-elections and their exceedingly excessive costs are avoided. The voters are asked to endorse the ideas and programs of parties. Those leaders who are consigned to lose in Presidential elections will sit in parliament as long as their parties meet the minimum thresholds. Proportional representation also has fairer and more equitable representation and no personal-to-holder turfs.

When there was a change-over to multi-party politics after a number of us confidants of President Kaunda persuaded him not to proceed with a costly referendum but amend an appropriate section of the constitution to reinstitute multi-partyism, all that happened was to craft multi-party politics onto the flawed one-party constitution. The implicit risks of the “privatisation” of the state were not addressed.

The Patriotic Front and President Lungu should not miss this rare opportunity of making history by leaving a unique legacy for Zambia and again being a trend-setter for a continent that totally lacks innovation in the important human sphere of governance. Restructuring governance arrangements to have a non-executive President would be a historical landmark. It would take a lot of heat out of our future politics. The cost savings would be astronomical because support institutions would be drastically reduced. This practical and meaningful “dis-privatisation” of the state would be a laudable decision and would set Zambia apart as a continental role model.

There is hero worship and deification of leaders that is creeping into our own politics – it has been there before but a reinstating of decadent practices when we are supposed move forward has some worrying overtones. There is always flattery in all human societies, and most people do not realise that flattery is an equally insidious form of corruption. It can reach unimaginable proportions such as in North Korea’s Kim II Sung era when the leader was unambiguously eulogised as a great and beloved leader, destined and ordained to live longer than the mountains and the oceans!

When we fix the constitution which incidentally must not proceed with indecent haste, we should do so together as a remarkable people who have done well in diversity, addressing the challenges some of which I hereby list:

 

  1. The first challenge relates to demographics. Our population which was just below 3 million at independence is now 18 million, meaning it has grown by a factor of 6. Meanwhile our economic growth rates have been exceedingly depressed in single digits. Over the past three years, economic growth rates have averaged 4% which when discounted against our robust annual population growth rates of 2.8% leave a net growth rate of 1.2% which cannot sustain reduction in poverty levels deemed to be in excess of 50%. We need consistent double digit rates of economic growth for at least two decades to lower poverty levels significantly.

Poverty is itself the biggest hindrance to any country’s upward thrust. Poor people have no purchasing power and cannot make a contribution to social security as they have to be supported all the way. Poverty severely constrains accelerated investment, whether foreign or domestic.

Zambia is essentially a county of young people. The 0 – 30 years age group accounts for 70% of the population and 90% of our people are 45 years old and below. Ordinarily, this would constitute a rare privilege of a gainful demographic dividend, but we have had no such advantage because the dire paucity of resources has entailed absence and inadequacy of requisite skills. Our country has poor work culture and ethic. Various governments have oriented our people to harbour unsustainable expectations instead of being active agents of development.

 

  1. The second major challenge in our country is that agriculture has not delivered beyond modest levels of food security. This is a sector that suffers most from dysfunctional policies that are invariably emotion and sentiment driven. Two major problems are common – the very low yields by small scale farmers are either due to inappropriate agronomy or growing crops in unsuitable ecological zones or areas. These two issues have to be resolved as a matter of life or death, for only when the small-scale farmer earns money which is a fair and reasonable recompense for his or her toil can poverty end. It would be unrealistic for government to end the Farmer Input Support Program (FISP) overnight but resources must be found for increased extension services, including unconstrained mobility for extension services officers – then costly and wasteful schemes like FISP will disappear.

 

  1. A major problem the country has is to sustain expenditure on constitutional and statutory requirements, namely emoluments and public debt which account for more than 80% of the national budget. There are no easy solutions. We cannot reduce the size of the civil service without risks for service delivery and accentuating unemployment. However, government should take the plunge and decelerate the annual wages salary adjustments.

 

As debt servicing becomes increasingly unsustainable, it is inevitable that except for concessionary facilities from multi-lateral institutions such as the World Bank, African Development Bank, etc, the other types of borrowing be frozen which leaves scope to finance viable infrastructure through Public – Private Partnership (PPP). I have in the past noted that the International Monetary Fund (IMF) is now less theological. The institution cannot depart from the ingrained habit of coming with a pre-ordained script from Washington DC.

With pain, I admit that the IMF’s concerns about borrowings are plausible. The decline in our reserves is rather worrying so let us all responsible citizens urge our government to take the tough medicine – delay could affect the economy’s resilience. A program with the IMF gets a diversity of investors onboard. This is the ugly reality of our lop-sided world.

Conclusion:

At any one time, now and in the long distant future, our country will experience reversals as indeed do all countries. We need resolve and principally togetherness to overcome difficulties without those cleavages that cause avoidable anguish and agony. United for the love of our country – patriotism is a useful tool. It is our duty, obligation and responsibility to posterity.

The Lusaka Stock Exchange, a platform on which shares are traded, has for a couple of years been operating without regard for corporate governance, with its chairman in some instances effectively taking up management’s role.

Because of the breakdown in corporate governance, the LuSE has ended up employing a legal counsel and company secretary with less experience than the required five years for the post.

Our investigations reveal that the current legal counsel at LuSE, Miria Mazyambe, was only admitted to the bar during the April 2018 call day, falling below the required threshold, but she was employed anyway.

The Legal Counsel of the LUSE is responsible for compliance of listed companies and adherence to listing rules.

How, then, does a recently admitted advocate without proper experience at the bar police senior lawyers at listed companies?

To cover the expected inefficiencies, the LuSE has had to engage Lusaka lawyer Lewis Mosho’s firm to do legal opinions for the stock exchange.

But some workers within LuSE and the Securities and Exchange Commission have questioned the rationale behind the engagement of an external law firm for legal opinions when the institution had a legal counsel employed to do such kind of work.

Zambia Reports has established that this anomaly has been fully backed by the chairman, Mr Alfred Jack Lungu, who has also been under investigations for several matters.

So far, it has been established that Mr. Lungu, who has been granting protection to the current chief executive officer Priscilla Sampa, a close associate of his through her ex-husband Darlington Mwape that worked for the former, has on many occasions flouted the rules to dictate what decision management should take or who to employ based on patronage.

Ms Sampa is also closely linked to former finance minister Alexander Chikwanda who got her to LuSE.

Law enforcement agencies even have a dossier on Mr Lungu, which was even presented to the Director of Public Prosecutions but they hit a snag on who the complainant could be since LuSE is a private entity, it has been unearthed.

The matter required that someone within LuSE should lodge a complaint against Mr Lungu for abuse of authority when he wrote a letter to the former chief executive officer to withdraw a dismissal of finance manager Joel Mbulo who was facing a theft charge.

This is the man whom former finance minister Felix Mutati pushed into the Zambia Revenue Authority as a director.

But the current CEO, Ms Sampa, went further to even challenge the Anti-Corruption Commission investigator that the matter would go nowhere because there was no complainant from LuSE.

None of the shareholders nor board members were brave enough to make a complaint.

According to details unearthed by Zambia Reports, Mbulo, who was highly protected by the LuSE chairman and current CEO, forged signatures for Zandile Shaba and Mark O’Donnell.

Surprisingly, both Shaba and O’Donnell protected Mbulo.

In appreciation, Shaba  was rewarded with an Executive Director position at Madison Finance where Mr Lungu was chairman. And Madison Finance is owned by Mr Lawrence sikutwa, a loyal friend and financial supporter of UPND president Hakainde Hichilema.

She, however, was short-lived there as she left and before then, she employed Mbulo who forged her signature to be Operations Manager at Finance Securities where she was a 10 per cent shareholder with Mahtani.

Shaba is now Finance Bank Malawi managing director, we have established.

Additional data obtained from SEC reveals that Mbulo had been denied a license to conduct securities business since they had a dossier on him.

But that was contested by Mr Lungu, who, however, later withdrew the challenge for fear of being exposed as he has a bulk of matters that border on lack of financial sector integrity.

ZRA Seals Warehouse for Under-valuing Goods

The Zambia Revenue Authority (ZRA) has sealed off a warehouse in Makeni for suspected gross under-valuation of Kleesoft washing powder and has threatened to take the company to court.

The unnamed company allegedly declared $200 per tonne of the washing powder on one invoice instead of $900 per tonne.

“The Company is suspected to have grossly undervalued Kleesoft washing powder on one particular invoice by declaring $200 per tonne instead of $900 per tonne. They are suspected to be under declaring the values by $700 per tonne,” ZRA Corporate Communications Manager Topsy Sikalinda stated today.

Meanwhile, She is Logistics limited, a clearing company, is appearing in court for alleged gross under valuation of imports.

She is Logistics Zambia Limited, between the March 1 and March 16, 2019 in Chirundu District, while acting together with Athen Munkombwe, is alleged to have grossly under-declared assorted furniture parts using a forged invoice valued at K14, 070 instead of the true invoice value of K 57,497.40.

Sikalinda stated that the two have appeared in court for plea and trial will commence on July 9, 2019.

ZRA currently has over 15 smuggling related cases in court and about four custodial convictions have been secured in the last quarter.

Govt Takes Up Funeral Needs for Itezhi-Tezhi Accident Victims

The Disaster Management and Mitigation Unit (DMMU) has stated that the government will take care of all funeral logistics to lessen the burden on families of the Itezhi-Tezhi accident victims.

Seven people have died, among them a one year old baby, while seven have been admitted to Itezhi tezhi hospital nursing serious injuries from the accident.

Two of the victims have been transferred to the University Teaching Hospital in Lusaka.

The accident happened in the early hours of Monday when a canter carrying 25 traders and livestock lost control and fell into a ditch, 24 kilometers from Namwala, enroute to Kasumbalesa.

“The Disaster Management and Mitigation Unit (DMMU) in the Office of the Vice President wishes to convey heartfelt condolences to the families of the people that died in the road traffic accident along the Namwala–Itezhi tezhi road. DMMU working with the Provincial Administration in Southern and Central wish to assure the bereaved families that government will take care of all funeral logistics to lessen the burden on the affected families,” DMMU has stated.

DMMU national coordinator Chanda Kabwe has said the provincial permanent secretaries in Central and Southern provinces and himself would ensure the remains of the victims were transported to Namwala for burial once the families set the burial date.

“It is unfortunate and saddening to lose seven lives, including a baby at the same time…DMMU will also ensure the admitted people in Itezhi tezhi and UTH are well taken care of,” said Kabwe according to a statement issued by DMMU communications officer Racheal Mupanga.

ZRA Unearths Vehicle Import Scam

Government has been losing over K480 million in taxes through dubiously imported vehicles, Zambia Revenue Authority (ZRA) Communications Manager Topsy Sikalinda has revealed.

Sikalinda stated in a statement after the Authority unearthed another scam where over 8,000 heavy duty vehicles (trucks and Earth Moving Machinery) had been dubiously imported into the country.

“The government has lost about K480 Million in taxes because these heavy duty vehicles were imported dubiously using VAT deferred facility for other taxpayers,” Sikalinda stated.

He stated that to encourage growth of the manufacturing sector and industrialisation, government gives incentives to businesses engaged in manufacturing or industrial sectors by deferring Value Added Tax (VAT) on heavy duty vehicles for those who qualify for the facility.

“Unfortunately, this facility has been abused by both clearing agents and importers who have been dubiously importing these vehicles by making false declarations and abrogating the Customs and Excise Act cap 322 of the laws of Zambia,” Sikalinda stated.

“Smuggling of goods through false declarations, transit fraud, misclassifications, under declarations, and under valuations are serious offences and offenders shall be dealt with in accordance with the law.”

He stated that the authority had so far revoked 136 clearing licenses for clearing companies and blocked their Tax Payer Identification numbers (TPINS) on the Asycuda World System.

“We shall tomorrow publish the first batch of heavy duty trucks that were imported dubiously and another list will be published next week,” Sikalinda stated.

He has since called upon the owners of the said vehicles to report at the Inspectorate and Customs Enforcement (ICE) unit offices within 14 days from date of publication.

Sikalinda has also appealed to all people who  imported heavy duty trucks and earth moving machinery but did not pay taxes to comply.

“We urge all citizens to pay taxes directly to the Zambia Revenue Authority to avoid being swindled by smugglers who pretend to be clearing agents. Investigations will continue and more clearing agents and vehicles will be published,” stated Sikalinda.

CTPD Pleads for Reopening of CBU

The Centre for Trade Policy and Development (CTPD) has appealed to government to reopen the Copperbelt University which has been closed for almost three months now.

CTPD executive director Isaac Mwaipopo called on President Edgar Lungu to urgently consider reopening the CBU without any further delays.

“As the Centre, we are disheartened to note that the Copperbelt University has been closed for close to three months now. At the time of the closure, the reason that was given for the closure had to do with a students’ protest that had taken place prior to the closure,” Mwaipopo said.

He noted that Minister of Higher Education Professor Nkandu Luo informed the nation at the time that she had been forced to close the University because of the destructive behavior of the students that she was going to reopen the institution after proper security features which could detect their activities were put up.

Mwaipopo stated that the silence over the closure of the CBU and the “business as usual” attitude exhibited so far was not healthy for a country in so much need of development as Zambia.

“What we know is that all progressive societies around the world have taken investments in the education sector as a panacea for sustainable economic development and poverty reduction. Sadly in Zambia, we seem to be viewing education as a cost. The investments in the education sector have continued to go down over the years. Over the years the country’s overall allocation to this very important sector has been going down. For example, in 2015 the total budgetary allocation was 20.2 %, in 2016 it was 17.2%, 2017 it was 16.5%. 2018 it came down to 16.1% and now in 2019 a total of 13.3 billion kwacha was allocated to the education sector translating to 15.3% of the total national budget,” he stated. “This is a clear drop when one considers where we are coming from and the numerous challenges the sector is grappling with.”

Mwaipopo stated that CTPD was still of the view that much more resources needed to be allocated to the sector given its numerous challenges and importance to national development.

He has further said infrastructure in most of the country’s higher institutions of learning remained dilapidated and below the expected standards.

“…lecturers in these institutions are also very demotivated (CBU and UNZA to be specific) as they are owed huge amounts of money in arrears,” Mwaipopo stated.

He added that it had now become a common phenomenon to hear of lecturers and other workers at the two universities getting paid very late.

“…this situation hinders academic progress and research on the part of the lecturers. In extreme circumstances, it has led to disruption of learning process due to boycotts by our lecturers. In the whole circus the students bear the consequence of such actions. The money owed to the two universities is also quite huge. The for UNZA alone, it is estimated that employees and retirees are owed close to K600 million in unpaid gratuities. In addition, the University is in serious debt which amounts close to K2.5 billion. This situation is not healthy for the nation. It has a potential to retard development and reverse all the little gains we have achieved over the years,” stated Mwaipopo.

Nawakwi Wishes Army, ZNS Were Equipped to Mine Emerald

FDD president Edith Nawakwi has wondered why mining concessions for precious stones like emeralds are being given to foreigners instead of empowering the Zambia National Services and the Zambia Army.

Nakakwi, in her brief thoughts, stated that Zambia was a land of limitless opportunities but “the only problem we have is that we don’t love each other”.

“We have the minerals and our Zambia National Service -ZNS is lubricating their equipment every week. I wish we could give them one manganese mine to excavate and raise money to even pay some of our debt. I always wonder if I had a chance, I would have given a concession of manganese mine and emerald mine to Zambia Army and Zambia Prisons Service and equip them with all the requirements and the skills they need to work in the mining industry,” Nawakwi, the former finance and energy minister in the MMD government, stated.

“Unfortunately, all the nice spots including rare earth have been given to foreigners. How on earth can you give a rare earth deposit as if you are giving away a goat for a family picnic? We are just enemies of ourselves.”

She stated that God would “weep us all” with “a Mukula tree into satan’s cage and we shall all perish”.

“We have our ZNS with all the equipment being greased weekly with taxpayers money and somehow some of the miners hire our ZNS equipment. Just take note Zambian’s; a carat of emerald is $6,000 while a ton of copper is $6,000,” stated Nawakwi. “Our mining engineers are unemployed, our ZNS have the equipment and we the people have the minds. WHERE IS THE DISCONNECT? Is it mental, physical or simply a case? These are my thoughts. What do you think?”

Ghanaian Gospel Musician Arrested over HIV Cure Claim

A popular Ghanaian gospel musician, known as Brother Sammy, has been arrested for allegedly advertising products claiming to cure HIV.

In a series of videos posted on social media, he said his product, known as Spiritual Divine Holy Water, can cure HIV and that he has cured more than 50 people.

The singer, whose real name is Samuel Opoku, also said he produces around 50 bottles a day.

But Ghana’s Food and Drugs Authority (FDA) say they have not approved the product for sale.

Many herbalists in Ghana have made similar claims of having a cure for HIV but none has been approved by the authorities.

He is a household name in Ghana’s second largest city, Kumasi, and his songs include the 2017 track Amen:

Court Adjourns Case on Tabling of Impeachment Motion by Matibini

Lusaka High Court judge Anessie Banda-Bobo has adjourned the case in which Lusaka residents Robert Chabinga and Henry Mulenga sued the Attorney General over the Speaker’s tabling of an impeachment motion against President Edgar Lungu moved by Mazabuka member of parliament Garry Nkombo and former Roan member of parliament Chishimba Kambwili.

When the matter came up for hearing, it was adjourned through a consent by both parties after the petitioners’ lawyer of Hobday Kabwe Advocate informed the court that they wished to have the matter adjourned to a later date to allow them respond to the state’s opposition.

Previously, the matter had not taken off because both parties sought an adjournment stating that they could not proceed with the case as they had to attend the National Dialogue Forum (NDF).

Judge Bobo reluctantly granted the adjournment to June 24 but warned that she was adjourning the matter for the last time and ordered both parties to file submissions before the next date of hearing.

On April 4, 2018 judge Bobo had halted the impeachment motion that was presented before Parliament pending determination.

In her ex-parte order for leave to apply for judicial review, judge Bobo granted the application which operated as a stay and stopped the Speaker from tabling the Motice of Motion to impeach the President.

Chabinga and Mulenga are seeking a declaration that the Speaker’s decision to accept and table the motion to impeach President Lungu was unreasonable, procedurally improper and illegal.

They also want a declaration that the motion was unreasonable because individuals who appended their signatures were members of the UPND, therefore the Speaker should have exercised reasonable observation before tabling the matter.

C/Belt Expo Kicks Off

The Copperbelt Province Investment Exposition has taken off with over 156 both local and foreign exhibitors taking stands.

The Exposition is being held under the theme ‘Broadening the Copperbelt Economy through diversified investment,’ with Levy Mwanawasa Stadium hosting the event in Ndola.

Copperbelt Minster Japhen Mwakalombe is hopeful the exposition will lead to massive investment in various sectors of the economy away from the much talked about mining.

Mwakalombe said the province had a lot of potential in sectors such as tourism and agriculture, among others, that investors can explore.

He stated that hosting of the Exposition had received overwhelming response from various stakeholders in the private sector.

“I am glad to mention that we have gotten here, we have had so much support from different stakeholders and we believe that foreign investors will take advantage of the investment opportunities in various sectors of the economy,” Mwakalombe stated.

President Edgar Lungu is expected to officially open the investment Exposition tomorrow, Wednesday.

The Copperbelt Investment Exposition will run until Friday after which the Zambia International Trade Fair begins.

The Exposition is the fourth so far with Luapula, Northern and Central provinces having successfully hosted theirs with a view of opening up more investment opportunities.
