Mwanakatwe Rallies Staff Over Imminent IMF Engagements

Finance Minister Margaret Mwanakatwe has laid the ground for more structured engagement with the International Monetary Fund (IMF).

Speaking during the senior management annual visioning and milestone setting seminar on economic policy, fiscal affairs and financial management, held at the ministry’s headquarters in Lusaka, Mwanakatwe directed officials in the Ministry of Finance to implement a well-structured engagement strategy and clean up all the required data sets in preparation for Article 4 consultations with the International Monetary Fund [IMF].

The IMF and government engagements will be held towards the end of the current fiscal quarter.

Last the IMF and government hit a deadlock hovering debt sustainability and other fiscal decisions.

 

Among the Minister’s points of emphasis was the need for accuracy in the production of debt related data, firmness in the implementation of debt and liability management plans, and a sound and practical sinking fund programme.

 

She pledged commitment to the deceleration of public debt accumulation and made a strong appeal to all to keep a close watch on external debt and ensure that obligations that fall due are serviced in a timely manner.

 

Mwanakatwe also addressed the issue of arrears dismantling and encouraged the officials to work towards boosting private sector led productive activities by easing liquidity conditions through sustained dismantling efforts.

“Among the priority objectives for the year, the treasury must focus on arrears dismantling,” the Minister said, and further instructed the officials that timely updates on the arrears position across different categories are needed for decision making on monthly funding profiles.

 

Mwanakatwe also said the targets set by the government in the Economic Stabilisation and Growth Programme [ESGP] and the 2019 National Budget will be a challenge to fully achieve unless the Ministry of Finance improves its service delivery levels.

Those in attendance at the meeting were Acting Secretary to The Treasury Mukuli Chikuba, Accountant General Dr. Dick Sichembe, Controller of Internal Audit Joyce Sundano, and all Heads of Department in the Ministry.

Ex-Ministers’ Sisters Apply to Sell Her Property to Settle Debts

Administrators to the property of late Gender Minister Victoria Kalima have filed an affidavit in the Lusaka High Court seeking an authority to sale part of the deceased’s property to allegedly settle some of the debts she left.

Without disclosing the value of the debt, the sisters to the deceased Mutiyo and Alice have filed an affidavit indicating that it has become necessary to sell some of the properties in order to erase the debt.

Kalima died without writing a will and is survived by two children aged 23 and 12 who the administrators say they have consulted.

According to the affidavit filed by Mutiyo and Alice it has become desirable to sale the properties due to the fact that the time she was alive she had amassed some debts which they feel duty bound as administrators to offset.

It has been disclosed that some of the properties forming the former Minister’s property who was also Kasenengwa Member of Parliament are four namely plots No . 18160 /M , 18159/M , Plot LN -37087/90 and 11926/M/9 in Lusaka .

It has been submitted that the deceased died without living a will .

Rival MMD Factions Outdo Each Other at ConCourt

The battle for the MMD was back at the Constitutional Court with the Felix Mutati faction telling the court that the convention that elected the former Works and Supply Minister in Kabwe was duly convened.

National Secretary for the MMD faction led by Felix Mutati, Raphael Nakacinda has insisted that the convention which was held in Kabwe which saw the election of Mutati as the legitimate president of the MMD party was legal.

Faction Secretary General Raphael Nakacinda who is also a nominated Member of Parliament told the Constitutional Court led by its president Hilda Chibomba that their petition was properly before the Constitutional Court as every court that they had gone to had said they were in the wrong court.

This is in the case in where Nakacinda petitioned the Constitutional Court seeking for a declaration that the convention which elected Mutati as the party’s president was Constitutional.

But the Nevers Mumba MMD led faction that have a similar action in the High Court are disputing the Nakachinda group claim.

Nakacinda through his lawyer Joseph Jalasi of Silwamba and Company has asked the court to dismiss, Mumba’s application filed by general secretary Winnie Zaloumis.

The Mumba faction are asking the court to throw out Nakachinda’s petition because there is a proper case before the High Court.

“We were in the High Court, Supreme Court and Court of appeal and we were told by the Supreme Court that we were in the wrong court and that we should commence our action before this court (Constitutional Court) so we are here as directed by the court,” stated the Nakachinda faction.

Meanwhile, The Mumba’s lawyer Jeah Madaika has maintained his earlier position that the petition should be dismissed because the reliefs sought are the same sought in the High Court.

The genesis of the confusion in the MMD stems from the legality of the convention which was held in Kabwe from May 20-22, 2016 which elected Mutati as president.

The court has since reserved ruling to January 25 at 14:30 hours.

Fayulu Clear Winner in Congo Elections-Financial Times

Martin Fayulu was the clear winner of the Democratic Republic of Congo’s presidential elections last month, a Financial Times analysis of two separate collections of voting data shows, contradicting claims from authorities that rival contender Felix Tshisekedi had won the historic vote.

The analysis points to huge fraud in the first change of power since Joseph Kabila took over the presidency of the mineral-rich central African nation almost 18 years ago. It is likely to embolden critics of Mr Kabila who suspect the Congolese leader is seeking to cling on to power through a deal with Mr Tshisekedi.

According to a trove of election data seen by the FT and representing 86 per cent of total votes cast across the country, Mr Fayulu won 59.4 per cent of the vote. Rival opposition candidate Mr Tshisekedi, who was declared the surprise winner last week, finished second with 19 per cent, according to this set of data.

An FT analysis of a separate set of voting results collected manually by the Catholic Church’s 40,000 observers and representing 43 per cent of turnout shows that Mr Fayulu secured 62.8 per cent of this sample of votes. The results gathered across 28,733 polling points match almost perfectly the more extensive set of official results seen by the FT.

The larger set of data, a spreadsheet containing more than 49,000 records, contains the true electronically-fed results that authorities have sought to conceal, according to a person with direct knowledge of how the data were obtained. The person, who is close to Mr Fayulu’s camp, asked for anonymity because the data contradict the electoral commission’s official declaration.

Fayulu has reason to thank voting machines he once feared

The figures provided are electronic tallies from 62,716 voting machines across the country and were obtained from the electoral commission’s central database before the results were announced last week, the person said.

An FT analysis of the tallies shows a near perfect correlation with the Church’s partial results — with a correlation coefficient ranging from 0.976 to 0.991 for each of the three leading candidates (1 representing a perfect match).

The new figures support the Church’s assertion last week that the electoral commission published false results.

“It is extremely difficult to believe . . . that tens of thousands of lines of data could have been fabricated on short notice to produce these results without signs of tampering,” said Jason Stearns, director of the Congo Research Group at the Center on International Cooperation, a New York think-tank, who also reviewed the leaked data. “This highlights the need for a full, scrupulous audit of the election tallies.”

The electoral commission denied its results were fraudulent. Barnabé Kikaya Bin Karubi, chief diplomatic adviser to Mr Kabila, said it would be up to the constitutional court to decide on the validity of the election and declined to comment on any potential fraud. Gilbert Kankonde Nkashama, a spokesman for Mr Tshisekedi, said it was impossible that Mr Fayulu had won the election and questioned the independence of the Catholic Church.

Congo’s moment of truth

Mr Fayulu is seeking to overturn the result in the constitutional court, although the court’s impartiality has also been questioned.

Congo, a former Belgian colony of 80m people, has held only four elections since independence in 1960 and has never before had a transfer of power through the ballot box. Mr Kabila was due to step down in 2016 but elections were delayed until street protests and regional pressure forced him to hold the vote.

Mr Kabila’s ruling coalition had sought to retain control of the presidency through Emmanuel Shadary, his chosen successor. Mr Fayulu’s supporters have alleged that when voters failed to come out for Mr Shadary in sufficient numbers — he finished third — the election commission was told to install Mr Tshisekedi instead.

Voting data in Congo points to mass fraud

According to the results seen by the FT, Mr Fayulu received more than 9.3m votes, 3m more than the electoral commission announced, and won in 19 of Congo’s 26 provinces, including the capital Kinshasa and the heavily populated eastern provinces of North Kivu and South Kivu.

In contrast, Mr Tshisekedi scored 3m votes, the data indicate, 4.1m fewer than the electoral commission showed, while Mr Shadary secured 2.9m votes, or 1.5m votes fewer than the published tally.

The data show the results of 15.7m out of the 18.3m votes that were cast on election day, but the missing votes could not have resulted in a different winner. Malfunctions in voting machines meant that not all vote tallies were transmitted to the central database, the person with knowledge of the database said.

The file takes the form of a spreadsheet of comma-separated values, a format used by many software packages to store tabular data, and runs to more than 49,000 rows. Each polling station is identified by a unique six-digit number.

The FT analysis also found no significant evidence that the data deviated from Benford’s law, a statistical test commonly used in fields such as forensic accounting to identify fraudulent data.

State Evacuates Ailing Lupando

The state has ordered the evacuation of Former Vice President Lupando Mwape to South Africa for specialist treatment.

Mwape has been admitted at the University Teaching Hospital for weeks.

The evacuation of Mwape comes a few days after another top government official Mike Mulongoti was evacuated to South Africa for specialist treatment.

Acting President Inonge Wina authorised the evacuation of Mwape to South Africa for specialist treatment.

Mwape, who has been in admission in the University Teaching Hospital for the last nine days, will be flown to South Africa this morning (Thursday).

Speaking from his hospital bed, Lupando thanked His Excellency Edgar Lungu, President of the Republic of Zambia and Wina for the love and care showed to him.

Mujajati Fired as HPCZ Registrar

Outspoken former Zambia Medical Association of Zambia (ZMA) president Aaron Mujajati has been removed as Registrar of the Health Professionals Council of Zambia (HPCZ).

And the Ministry of Health has also fired HPCZ Board Chairperson Professor Sekelani Banda.

The Health Professionals Council of Zambia has been in the spotlight with the drastic withdrawal of medical courses at the Copperbelt University having stirred controversy.

“Minister of Health Dr. Chitalu Chilufya has invoked provisions of the Health Professionals Council Act,  removing Professor Sekelani  Banda, from the position of Board Chairperson of the Health Professionals Council (HPCZ),  and replacing him with Ministry of Health Permanent Secretary in charge of Administration Dr. Kennedy Malama,” read a statement.

 

“Further, the Ministry of Health, acting through the Civil Service Commission, has recalled from secondment, HPCZ Registrar, Dr. Aaron Mujajati, and redeployed him to Ndola Central Hospital.”

 

“Professor Banda will continue to serve as Director Training in the Ministry of Health and will focus on the onerous task of operationalising the Levy Mwanawasa Medical University, in his capacity as Deputy Vice Chancellor designate for the University.”

Kalulushi Councillor Suspended for Organizing Protest Against Council

The Kalulushi Municipal Council has suspended its Lulamba Ward councillor Febby Simwanza for a period of six months for alleged gross misconduct.

Simwanza has been suspended from the council for allegedly having organised residents of NAMBOARD area to protest at the Civic Centre in connection to the lawful demolition of structures carried by the local authority last year in her area.

Council Public Relations Dorothy Sampa said the decision taken by the council is in accordance with regulations No. 5, sub regulation (1) (A), (B) of statutory instrument No. 140 of 1995.

“The Kalulushi Municipal Council resolved to suspend Lulamba Ward councillor, Febby Simwanza for a period of six months from 28th December, 2018 to 28h June, 2019. Councillor Febby has been suspended for organising residents of NAMBOARD area to come and make a protest at the civic centre in connection with the lawful demolition exercise carried out by the council on 21st December, 2018,” Sampa stated.

She further said that councillor Simwanza posted two recordings on the Kalulushi Municipal Council and Community WhatsApp Group aimed at creating an impression that ordinary citizens had lost confidence in the council, a conduct that contravenes standing orders No. 46 (1),(3) and (4) for councils in Zambia.

But Councillor Simwanza said she has appealed the suspension because she was not given a chance to be heard.

Councillor Simwanza said it was unfair for the Council to suspend her without hearing her side of the story.

Nairobi superhero shows up (again) to join fight against Riverside attackers

His face has been splashed on local and international papers as he gallantly rescued and directed survivors of the Tuesdays attack at 14 Riverside complex.

Meet Inayat Kassam, the man who saved lives during the Westgate attack in 2013 and on Tuesday stepped up again to be among the first responders.

Kenyans across the country have been paying glowing tribute to Mr Kassam, calling him a hero for his selfless sacrifice to rescue victims trapped in Dusit D2 Hotel.

On 21st September 2013, after four masked gunmen attacked Westgate shopping mall and killed at least 67 people, he was among the first people who rushed to the scene of attack

Mr Kassam is not a police officer. He is a licensed firearm holder and a security instructor who trains people on how to use weapons at a shooting range.

COMBATIVE TRAINING

According to his bio, Kassam offers classes, courses, and workshop training in Nairobi. In addition, he offers combative and survival training.

They include H. E. A. T. (Hostile Environment Awareness Training), Carjacking – Mitigation and survival, Response To Active Shooter Scenario and Unarmed Personal Preservation (Advanced, offered on EDA Krav Maga platform) among others.

He is an experienced combatives and shooting instructor, in addition to being an EDA Krav Maga Instructor.

Mr Kassam is the Managing Director of Scorpio Africa Ltd based in Nairobi.

His team provides security management and training in the form of security personnel, unarmed/armed training and certified firearm training (based upon the ITA South African curriculum).

He is certified as an Advanced Tactical Shooting Instructor with ITA, and has also trained with various entities such as SKOPOS, ACT, and AMOK over the course of the last 9 years.

US WARNS CONGOLESE LEADERS … Transparency Is Key To Peace; Election Result Should Reflect Will Of The People

The United States has warned Democratic Republic of Congo leaders it will hold those undermining the democratic processes after a disputed election held on December 30, 2018 accountable if the peace of that country is compromised.

CENI, Congo’s electoral body announced opposition leader Felix Tshisekedi as provisional winner of the poll, but preliminary results obtained from observers and the voting machines show another opposition leader Martin Fayulu with a wide lead.

Fayulu has since contested the provisional results in the Constitutional Court with Tshisekedi also challenging the legislative results that has given President Joseph Kabila’s ruling coalition, the FCC, a clear majority.

In a statement issued Wednesday, January 16, 2019, the US State Department deputy spokesperson Robert Palladino announced that his government supports the lawful right of candidates to file a legal challenge to the election results as Fayulu has done.

Palladino urged the Constitutional Court to execute a lawful, fair, and transparent process for resolving the electoral disputes.

“The United States will hold accountable those who perpetrate election violence or undermine democratic processes. Maintaining peace in the DRC depends on a fully transparent and legal process to resolve any concerns regarding election results,” he states.

Palladino stresses that the United States will stand with the people of the Democratic Republic of the Congo (DRC) at this historic moment.

“It is the people who should determine their country’s future through a fully transparent and constitutional process.

“The United States recognizes the legitimate concerns over the transparency of the electoral process.

“As the tabulation process continues, we urge the National Independent Electoral Commission (CENI) to ensure that the final declared results reflect the will of the Congolese people, as expressed through the ballot box on December 30, 2018,” he adds.

Meanwhile, 16 African leaders are meeting in Ethiopia to discuss the situation in the Congo.

President Edgar Lungu, who is chairperson for the SADC Troika heading the peace and politics committee, is among the heads of State attending the meeting.

“I am hopeful that an amicable and acceptable resolution will soon be reached in the #DRC. This meeting has been called over the recently held DRC elections and the announced provisional results,” he said.

The emergency SADC Double Troika Summit on the Democratic Republic of Congo will have representation from SADC, AU, IGAD to help address the issue in the DRC.

Closed BitCoin Clients Storm DEC Offices Demanding their Money

Clients of Heritage Coin Resources Limited have stormed Drug Enforcement Commission offices housed at the Former Ministry of Justice offices for the second time seeking answers on when they will be paid their money following the seizure of the account of Bitcoin Company last year.

This relates to a matter where DEC arrested and jointly charged three directors of Heritage Coin Resources Limited for money laundering activities involving over 28 thousand Kwacha which is contrary to the Laws of Zambia.

Particulars are that the suspects, on dates unknown but between 1st June, 2018 and 15th October, 2018 jointly and whilst acting together did provide banking business, financial business without a license, by collecting deposits from the public disguised as partnership fees and participated in a money circulation scheme involving K 28,346,800.00 by purporting that the company was investing the money collected as partnership fees from the public into Cryptocurrency trade on the web on behalf of the partners when in fact not.

However the complainants were turned away as officers handling their case were allegedly out of station.

They have since resolved to stay put until they are attended to.

SADC Emergency Meeting Urges DRC Forces to Respect Constitutional Process

The Southern African Development Community (SADC) has urged the political players in the Democratic Republic of Congo (DRC) to remain peaceful until the electoral petition filed in the Constitutional Court is disposed of.

According to the resolutions of the double Troika Summit of the Heads of State and government of SADC, the caucus urged the Congolese people to prioritize peace in everything they are going to do.

Fours Heads of State attended who are Cyril Ramaphosa (South Africa), Hage Giengob (Namibia), João Lourenço (Angola) and President Edgar Lungu.

COMMUNIQUÉ OF THE DOUBLE TROIKA SUMMIT OF HEADS OF STATE AND GOVERNMENT

  2. Summit reviewed the political and security situation in the Democratic Republic of Congo (DRC) following the Presidential, Legislative and Provincial Elections that were conducted in the country on 30th December 2018.
  3. Summit congratulated the Government of the Democratic Republic of Congo and Independent National Electoral Commission (CENI) for organising and conducting generally peaceful elections, notwithstanding some incidences and the logistical challenges, coupled with the impediments brought about by the devastating Ebola outbreak and security insurgencies.
  4. Summit commended the Congolese people and all Political Stakeholders for ensuring that the elections were conducted in a peaceful manner.
  5. Summit commended H.E. President Joseph Kabila for his leadership in holding the elections.
  6. Summit noted that that due to the outbreak of the Ebola Virus in Beni and Butembo areas, combined with security challenges, Legislative and Provincial elections in Beni, Butembo and Yumbi were postponed to March 2019.

10.Summit encouraged the Government of the Democratic Republic of Congo to continue maintaining peace and security in the country.

11.Summit took note of the election petition filed in the Constitutional Court challenging the provisional results of the Presidential Election and called upon all the Congolese People and all the concerned Political Stakeholders to remain calm and act in a way that consolidates democracy and preserves peace, and to address any electoral grievances in line with the Democratic Republic of Congo’s Constitution and relevant electoral laws.

12.Summit called upon the international community to respect the sovereignty and territorial integrity of the Democratic Republic of Congo in accordance with the AU Constitutive Act, and the SADC Treaty.

13.Summit recognized and underscored the role of the Constitutional Court of the DRC and called upon the international community to respect the Constitution of the Democratic Republic of Congo and the internal legal and political processes for the finalization of the electoral process.

14.Summit also called upon the international community to support the Government of the Democratic Republic of Congo to maintain a peaceful and stable environment following the landmark elections, and avoid actions that are prejudicial to the electoral process.

  1. Summit further called for the continued implementation of the Peace, Security and Cooperation Framework in the Democratic Republic of Congo and the Region.

16.Summit reaffirmed its commitment to continued support to the Democratic Republic of Congo’s political processes, and with respect to neutralizing the negative forces and other armed groups operating in Eastern Democratic Republic of Congo, and to remain seized with the matter.

17.Summit expressed its appreciation for the support rendered to the SADC Electoral Observation Mission (SEOM) by the Government of the Democratic Republic of Congo and the United Nations Organization Stabilization Mission in the DRC (MONUSCO).

18.Summit commended H.E. President Hage G. Geingob, Chairperson of SADC for convening the Double Troika Summit.

Chipenzi Demands K450, 000 from Ex-Employers

Former Executive Director of the Forum for Democratic Process (FODEP) McDonald Chipenzi has sued his former employers over his terminal benefits amounting to over K 450,000.

According to a statement of claim filed in the Lusaka High Court, Chipenzi stated that he entered into a contract of employment with FODEP for the period January 20, 2011 to December 19, 2011 which contract was renewable every year with the last renewal done from January 20, 2015 to July 31, 2016.

He said that on February 13, 2016 five months before the end of his last contract, he was summarily dismissed.

Chipenzi disclosed that at the time of his employment was entitled to a separation package comprising salary arrears, personal to holder vehicle, leave days and School fees.

He said that his salary arrears were partially paid for in cash and through permanent ownership of his personal to holder vehicle.

Chipenzi is demanding leave days that were not paid for the period January 20, 2011 to February 2016.

He has accused his ex-employers of having neglected and failed to pay the balance on his school fees for his master degree program at the University of Zambia as pledged.

The former Executive Director said has tried to engage the defendants on the need for them to expeditiously pay him his dues taking into account the manner of his dismissal which did not afford him the time and opportunity to make alternative financial arrangements for his family but to no avail.

Luanshya Mayor Entangled in Land Dispute

A Luanshya resident has sued Mayor Nathan Chanda for allegedly encroaching on his land left to him by his father.

Misheck Mbewe who is an administrator of the estate of his late father Jasiel Mbewe is claiming ownership of Stand L/4186/M in Luanshya.

Misheck said that his father bought the said land from the Ministry of Lands in 1995 and built two rooms with the rest of the land used for livestock.

 

In a statement of claim filed in the Lusaka High Court on Wednesday, Mbewe stated that his late father purchased Stand L/4186/M in Luanshya in 1995 from the Ministry of Lands after the said the land was offered to him and he built two rooms and used the other portion for farming.

When his father in 1997 at Luanshya Mine Hospital he left the house in the care of an elderly relative as the children were too young.

“Sometime later, Peter (caretaker) who was told to continue as a watchman and take care of the farm, brought Chilufya Malupenga who took up the job as a watchman, while he was allowed to rear livestock and farm on the said land,” read the statement of claim.

Mbewe stated that in January, 2018, he received a phone call from the owners of the farm which was adjacent to his father’s farm, informing him and his aunt that there was a person who was about to start building on the farm, claiming that it was his.

Upon visiting the site they found that Chanda has assigned people to erect structures on the said land.

Efforts to reason with Chanda and his agents proved futile with the Luanshya Mayor threatening them with arrest.

Mbewe undertook a trip to the Ministry of Lands where he discovered that the said land had been registered in Chanda’s name.

The Ministry of Lands officials did not offer any satisfactory explanation prompting him to take legal action.

Mbewe is now seeking for an order for Chanda to vacacte the property and an order to rectify the records at the Ministry of Lands to reflect the names of the deceased as owner of the said land.

He is further claiming for damages, interest on the said sum, costs any other relief the court may deem fit.

Pres. Lungu Will Not Attend National Dialogue…Kambwili Withdraws from Dialogue

President Edgar Lungu will not be part of tomorrow’s National Dialogue.

And National Democratic Congress (NDC) consultant Chishimba Kambwili has withdrawn from the National Dialogue.

Chief Government Spokesperson Dora Siliya said that President Lungu could not attend the dialogue as he was out of the country attending a SADC Extraordinary Congress on the DRC crisis.

Siliya said even if President Lungu was in the country he would not have attended as no official invitation had been extended to him.

“The President of the Republic of Zambia has not received any invitation to attend the dialogue. Even if an invitation came today it is impossible for two reasons, the President is out of the country,” she said.

“Number two even if the President was in the country, government does not move the President on an invitation that comes less than 48 hours before.”

And Kambwili has withdrawn from attending the national dialogue and reconciliation meeting slated for Friday January 18.

Kambwili has told journalists during a briefing at his residence in Lusaka that he has withdrawn from attending to ensure that there is no excuse for the dialogue to be suspended.

The Roan Patriotic Front Member of Parliament said he was aware that the ruling party intended to break up the meeting of he was in attendance.

“At the last meeting I attended at Kapingila House I made it clear that the meeting will be meaningless if the issue of corruption will not be laid on the table. The PF got scared and said if I attend then they would not attend,” he said.

“I have reflected on the matter and for the sake of the dialogue not to be disrupted using Kambwili I have decided that I will not attend for the sake of the nation.”

He said that the NDC would be represented by Secretary General Mwenya Musenge.

“My message to the PF is go and tell your president that Chishimba Kambwili will not be there and he should go and face Zambians, but even if I will not be there he will face another Kambwili as  other political  parties will represent me  I can never be represented by Lungu because he has no integrity”, he said.

Court Warns Attorney General on Continuous Adjournments in Impeachment Case

Lusaka High court Judge Annesi Banda-Bobo has warned the Attorney General Likando Kalaluka that she will not allow any further adjournments in the case in which two Lusaka residents Robert Chabinga and Henry Mulenga wants to know whether   Speaker of the National Assembly Dr Patrick Matibini was within the law to allow for the impeachment motion to be tabled in parliament.

The petitioner were seeking to stop the Speaker from tabling the impeachment motion against President Edgar Lungu in parliament.

Hearing of the matter was set for today in chambers, however trial could not commence as prosecutors from the Attorney General’s Chambers informed the court that there was an application for an adjournment as the Attorney General was out of jurisdiction.

The application for adjournment angered the petitioners who made their feelings known to the court tthrough their lawyer Hobday Kabwe.

Justice Bobo agreed with the petitioners and warned that there would be no more adjournments.

She directed both parties to file their additional bundles by March 11 and set May 9 for hearing of the petition.

Chingola Council Seize Decomposed Meat from Bylo Butchery

The Chingola Municipal Council has seized 98 kilograms of decomposed meat at Bylo Beef Butchery in Chingola Town Centre.

The action follows complaints from members of the public over an offensive smell from the named butchery in the District.

Council Public Relations Officer Given Masambika said the health department carried out inspections in which it was established that 98 kg of offals were decomposed.

“An inspection was conducted by the health inspectors and revealed it was as a result of decomposed offals. This was as a result of malfunctioning of their cold room,” Masambika said.

“A total number of 98kg of offals were seized by Chingola Municipal Council Public Health Department and later destroyed by the health Inspectors in the presence of a representative from Bylo beef butchery.”.

Masambika further stated that the seized product contravened the provisions of the Public Health Act,Cap 295 and the Food and Drugs Act, Cap 303 of the laws of Zambia.

Mpika-Nakonde Road Gets K1, 200, 000 for Rehabilitation

Media Release

The Road Development Agency (RDA) Regional office in Muchinga Province has received some funds amounting to ZMW 1,200,000 for the spot improvement of some sections of the poor state of the Great North Road from Mpika to Nakonde.

RDA has identified some sections of the road that are critical and need urgent attention and these are at Lukulu crossing between Mpika and Serenje,Vitondo crossing between Chinsali and Isoka and Kapilonga and Ilendela between Isoka and Nakonde Districts.

The current works are being executed in collaboration with Zambia National Service.

Works have already commenced and equipment mobilised at Lukulu and Vitondo  which are the worst affected sections. All these interventions are part of the short term measures being undertaken by the Agency.

Meanwhile the long term intervention being executed along the Chinsali- Nakonde road include the moving on site of the two contractors to varry out a full rehabilitation.

The contractors are on site and mobilizing at Kapili 54km from Chinsali towards Isoka and Sansamwenje  50km  from Isoka towards Nakonde and mobilizing equipment on site in readiness to commerce the works after the rainy season.

Sampa Threatens to Sue Matero MP

Bad blood between Matero Member of Parliament Lloyd Kazhiya and his predecessor Miles Sampa has taken them to court with the Lusaka Mayor over an article published in the New Vision Newspaper on December 28, 2018.

Sampa through his lawyers AKM Legal Practioners has written a letter of demand to former Matero Member of Parliament Lloyd Kazhiya demanding for a retraction within seven days on the front page of the newspaper where the story appeared under the banner “Sampa Linked” appeared.

The Lusaka Mayor says failure to retract will result to a court action demanding at least K10 million.

According to a letter of demand addressed to Kazhiya, the lawyers accuse the defendant of causing to be published an article entitled “Sampa Linked” which was a direct reference to their client (Sampa).

They have said that Kazhiya proceeded to have published in the New Vision Newspaper without verifying the truthfulness or correctness of its contents with their client.

The letter further states that the publication by the Newspaper has injured the reputation and integrity of their client and as a result brought into question his use of power in the office he once held.

The lawyers have indicated that as a result of this publication, Sampa as a public standing has suffered harassment and unnecessary questioning of his use of powers in his office adding the publication has negatively affected their client’s reputation and integrity.

Dialogue Launch to Start with Church Service

The three Church Mother Bodies will hold an open church prayer meeting at the Anglican Cathedral of the Holy Cross this morning before the launch of the National Dialogue this morning (Friday).

According to a communique signed by the Fr Cleophas Lungu (ZCCB Secretary General), Rev. Pukuta Mwanza (EFZ General Secretary) and Fr Emmanuel Chikoya the service will commence at 10:00 hours with representatives from all political parties expected to be present.

“The purpose of this Church Service will be to officially launch and pray for the success of the National Dialogue and Reconciliation Process. People from all walks of life are invited to attend this official launch and are expected to be seated by 09:30 hours,” reads the communique.

“President Edgar Lungu and all opposition political party leaders are expected to be in attendance. All Media Houses and Journalists are free to cover this important event.”

The conveners have advised political party cadres not to wear their political party regalia.

After the church service the Church Mother Bodies will kick-start the process of the National Dialogue.

Hichilema Labels ZCID Disruptive

UPND president Hakainde Hichilema says the Zambia Centre for Inter-Party Dialogue are proving to be a disruptive force in the process of National Dialogue.

Featuring on Radio Christian Voice Chat-Back program, Hichilema said everybody had agreed that the Church Mother Bodies would lead the dialogue and wondered why ZCID had taken a central role.

“We all agreed that dialogue must be led by the Church Mother Bodies. I am wondering why ZCID is bringing confusion. They are being disruptive,” he said.

Hichilema said that the points of difference were well known by all the political parties.

The UPND leader said when he met in a private meeting with President Edgar Lungu they were agreed on the contentious issues.

“Yes I met with Mr Lungu, we spoke, and the meeting was very direct and polite. I cannot disclose all the details but the outcome was that we agreed that the country was distressed and we needed to talk,” he said.

“We also agreed that the dialogue must be led by the Church Mother Bodies.”

Hichilema said that the other areas that needed to be tackled were the restoration of the rule of law and reformation of the criminal justice system.

“We also agreed that there must be an end to political violence and also have an independent Electoral Commission.”

The UPND leader is expected to be part of the launch of the National Dialogue this morning.

The Zambia Centre for Inter Party Dialogue has resolved to boycott the process.
