Broken Promises: Constitution Deadline Moves to Dec 31

wynter-kabimba-acc-zambia-reportsJustice minister Wynter Kabimba has finally conceded that the Patriotic Front government cannot deliver a new constitution as they had promised. President Michael Sata promised Zambians a new constitution within 90 days of assuming power.

The PF leader was elected in September 2011 and the constitution deadline has shifted dates since then. The committee he appointed had initially promised to be done with the process in 2012.

They later set June 30 as the deadline but this has elapsed and now the new target will be December 31, 2013 nearly two years and three months after the PF assumed office.

Kabimba, the PF Secretary General, has since said the constitution will be ready by December 31st this year and that they have done almost all the work.

He said the technical committee drafting the new constitution has done almost all the work and that they are only remaining with drafting.

Kabimba said the technical committee has gone beyond the roadmap and that the United Nations for Development Programmes (UNDP) is providing funding for drafters to finish their work.

He said the committee is in the process of winding up and that the period of conclusion should be within the reasonable time.
