FODEP Urges Parley to Take Cabinet to Task on Sata’s Medical Board

McDonald_Chipenzi-The Foundation for Democratic Process says parliament should take cabinet to account over the constitution of a medical board over the health of President Michael Sata.

Executive Director MacDonald Chipenzi said since cabinet was timid about their public responsibility to the public, parliament should use their constitutional right to ensure that the matter was conclusively dealt with.

He said the constitution provided for such options whenever circumstances demanded.

“Article 51 requires that parliament holds cabinet responsible and when you read article 36 if there are any questions on the President’s inability to perform presidential duties cabinet has to constitute a medical board,” Chipenzi.

“Since cabinet is not willingly doing that let parliament hold cabinet accountable. Zambians cannot be taken for granted so that cabinet operates within the provisions of article 36 of the constitution.”

The health status of President Sata has been a long held public discussion with the High Court throwing out an application aimed at forcing the executive to constitute a medical board to ascertain the capability of the Head of State to execute his duties.

His appearance in parliament last Friday that left everyone in no doubt about his degenerated health status has resuscitated that debate.
